| Chief Controller of Finance Chairs Review Meeting on Guidelines for Subsidy Components of LAHDC Kargil Schemes | |
Kargil, July 23 (Scoop News)- Chief Controller of Finance (CCF), LAHDC Kargil, Iftikhar Hussain, today chaired a review meeting with district officers to discuss and strengthen the guidelines governing the subsidy components of various LAHDC Kargil schemes, with the objective of ensuring greater transparency, accountability, and equitable distribution of benefits.
The meeting was attended by the Assistant Commissioner Development (ACD) Kargil, Chief Sheep Husbandry Officer, Cheif Animal Husbandry Officer, Assistant Director Handicrafts, Superintendent Handloom, Assistant Director Tourism, Chief Education Officer (CEO) Kargil, Chief Horticulture Officer, Chief Agriculture Officer, District Youth Services and Sports Officer (DYSSO) Kargil, representative of Cooperative Department and official of KREDA, among other concerned officers.
Addressing the meeting, CCF Iftikhar Hussain said that the primary objective of revising and reviewing the subsidy guidelines is to ensure that the benefits of government-sponsored subsidized schemes reach the genuinely deserving beneficiaries in a fair and transparent manner.
He emphasized that every scheme should have well-defined guidelines, clear eligibility criteria, and a transparent beneficiary selection process. He further stated that while beneficiaries may be identified through the recommendations of the Hon'ble Councillors and the responsibility of the concern department is to thoroughly verify and supervise the identified beneficiaries to ensure that they fully satisfy the prescribed eligibility criteria. He said that such verification is essential to uphold accountability and transparency in the implementation of subsidy-based schemes.
The CCF also stressed the need to eliminate duplication of benefits under subsidized schemes and directed all concerned departments to constitute departmental committees for proper verification and supervision of beneficiaries before extending financial assistance.
Further, he instructed that any proposed amendments to the existing guidelines must be supported by proper justification and placed before the competent authority to ensure that revisions are made in a transparent and objective manner.
During the meeting, all participating departments presented detailed information regarding their ongoing subsidized schemes, existing guidelines, eligibility criteria, and implementation mechanisms. The officers also deliberated on proposed new schemes and discussed measures to further strengthen the effectiveness, transparency, and outreach of subsidy programmes under LAHDC Kargil.
The meeting concluded with a collective commitment from all departments to ensure efficient implementation of subsidy schemes in accordance with the revised guidelines and in the larger public interest.
