ARTO Kargil Conducts Drive Against Noise Pollution, Warns Violators of Strict Action


Kargil, June 01 (Scoop News)-Assistant Regional Transport Officer (ARTO) Kargil today conducted a special enforcement drive against noise pollution caused by the use of pressure horns and unauthorized sound devices in vehicles across Kargil town.

Interacting with the media, ARTO Kargil Khadim Hussain said that the drive was launched to curb increasing noise pollution, which has adverse effects not only on human beings but also on animals. He stated that the use of pressure horns in trucks and other vehicles is a serious violation of traffic regulations and contributes significantly to noise pollution.

He informed that offenders are being booked under Sections 190 and 194F of the Motor Vehicles Act. Urging drivers, particularly truck operators, to refrain from using pressure horns, he stressed that such horns should not be used, especially in public places, residential areas, hospitals, and educational institutions.

Khadim Hussain further stated that a safe and legally permissible vehicle horn typically produces sound in the range of 93 to 112 decibels (dB) when measured from a distance of 7.5 metres. Any modification or installation of horns exceeding prescribed limits is liable for action under the law.

He warned that non-compliance with the provisions of the Motor Vehicles Act could attract stringent penalties, including a fine of up to ₹10,000 or imprisonment of up to three months.

Meanwhile, Inspector MVD Asgar Ali said that during today’s drive, around five vehicles were challaned for violations related to noise pollution, and the driving licences of the offenders were also seized.

He appealed to motorists to avoid unnecessary honking and to follow traffic regulations in the larger interest of public welfare. He added that the department also inspects vehicles for unauthorized pressure horns and other violations during re-registration and routine inspections, and appropriate action is taken against violators.
