| CEC Kargil raises concern over one-sided approach by LG Ladakh | | Calls for Balanced Development Across Both Districts | Kargil, November 25 (Scoop News)-The Chairman and Chief Executive Councillor (CEC), LAHDC Kargil,Dr Mohd Jaffer Akhoon on Sunday expressed serious concern over the “one-sided developmental approach” of the Lieutenant Governor of Ladakh, stating that the aspirations and requirements of Kargil district are repeatedly being overlooked in high level meetings and policy decisions.
Referring to the LG’s recent meetings in New Delhi, the CEC highlighted that during the LG’s interaction with the Union Health Minister, only the 200-bedded hospital project was mentioned, while other health infrastructure demands from Kargil including the long-pending Mini-AIIMS, Nursing College, and other proposals were completely ignored.
He further pointed out that during the LG’s meeting with the Union Sports Minister, no reference was made to the urgent requirement of sports infrastructure in Kargil, despite the district’s growing demand for modern facilities for youth and athletes.
The CEC said that while the LG speaks about equality, transparency, and balanced development, “practical actions reflect a discriminatory approach.” He said that even though official assurances were given that no district would be discriminated against, “every time the LG meets any central minister, Kargil’s proposals and concerns are nowhere in the discussion.”
He added that several proposals submitted by LAHDC Kargil are often implemented in the other district instead, leaving Kargil’s developmental needs unmet.
The CEC stressed that since 2019, apart from CAPEX-related works, there has been little visible progress on major developmental fronts in Kargil. He urged the UT Administration to release a white paper on projects executed in both districts to ensure transparency and to prove that no discrimination is taking place.
He acknowledged that during the tenure of former LG Brig. (Retd.) B.D. Mishra, efforts were made to maintain balanced development and equal representation. However, the current scenario reflects a “clear divergence from the principles of Sabka Saath, Sabka Vikas, Sabka Vishwas,” the core development philosophy by the Hon’ble Prime Minister of India.
The CEC also raised concerns about several Directors and senior officials who rarely stay in Kargil despite officially having offices here, resulting in administrative inefficiency and public inconvenience. He further stated that important issues such as the development of colleges, civil aviation requirements, and other vital sectors are rarely highlighted at the ministry level.
CEC said that Kargil has an equal right to development and representation, the CEC called upon the Hon’ble Lieutenant Governor to ensure that both districts of the Union Territory are treated fairly and equitably.
He emphasized that all his remarks are based on the contents of the official press release issued, and appealed to the UT Administration to adopt a just, inclusive, and balanced developmental approach that genuinely represents the entire region of Ladakh not just one district. ... |
