Kashmiri Pandit Leaders Meet Relief Commissioner to Present Memorandum on Long-Pending Issues

Jammu, October 11 (Scoop News)-A delegation of prominent Kashmiri Pandit leaders today called on Shri A.K. Karwani, Relief and Rehabilitation Commissioner (Migrants), UT of Jammu & Kashmir, and submitted a detailed Memorandum of Demands highlighting a range of critical issues confronting the displaced Kashmiri Pandit community, which has been living in exile for over 35 years.



The delegation, representing major community organisations including Panun Kashmir (PK) All State Kashmiri Pandit Conference (ASKPC), Amar Balidaan Trust, and All India Migrant Camp Coordination Committee (AIMCCC), urged the Relief Commissioner to take urgent and compassionate action on the long-pending matters concerning relief, rehabilitation, and welfare of the migrant families.



Leading the delegation, Shri Virender Raina, President Panun Kashmir, Sh Moti Lal Malla President ASKPC,Sh.A.K.Raina President Amar Balidaan Trust, Sh. P.N. Jalali (Vice President, AIMCCC) , Comrade Mohan Lal Leader AIKPC and Sh.Sundri Lal Koul Leader ASKPC emphasised that the displaced Kashmiri Pandits continue to face institutional and procedural hurdles in availing even basic facilities. He urged the administration to adopt a sensitive and time-bound approach to resolve their problems.



The memorandum submitted by the delegation covered a wide spectrum of issues, including database correction, employment opportunities, infrastructural needs in migrant townships, and long-pending compensation cases. Some of the key demands included:



Comprehensive and Updated Migrant Database:

The delegation urged that the existing migrant database be made inclusive and free of anomalies, ensuring correctness and fairness.




Inclusion of Left-Out Families (2009 Data):

It was pointed out that several migrant families were left out during the 2009 data collection exercise, which has deprived them of essential benefits like domicile and migrant certificates. The leaders sought their inclusion through a simplified procedure.





Cash-in-Lieu of Ration:

For families residing outside Jammu, the delegation demanded the introduction of a cash-in-lieu of ration scheme to ensure convenience and equity.





Correction of Bifurcation Anomalies:

It was highlighted that families registered after 1997 have been placed under the non-relief category, in violation of existing bifurcation rules. The delegation sought restoration of their rightful relief status.





Schemes for Overaged Youth:

The leaders requested the introduction of exclusive employment and livelihood schemes for overaged youth of the community, including access to interest-free loans, self-employment schemes, and allotment of vacant shop spaces in Jagti Township.





Maintenance of Migrant Townships:

The delegation sought the recall of the Engineering Wing for essential maintenance of migrant tenements at Jagti, Nagrota, Muthi, Buta Nagar, and Purkhoo, and called for judicious use of the already sanctioned ₹85 crore for infrastructure upkeep.





One-Time Settlement of Pending Medical Cases:

They appealed for the clearance of long-pending medical reimbursement files to alleviate the financial stress of affected families.





Time-Bound Disposal of Files:

The leaders proposed a structured mechanism for time-bound settlement of all pending migrant cases for greater administrative efficiency.





Water Scarcity in Jagti:

Immediate installation of borewells in Jagti Township was requested to overcome acute water shortage issues.





Improvement in PM Package Employees’ Living Conditions:

The delegation urged for speedy construction and allotment of residential quarters for PM package employees working in the Valley under difficult conditions.





Expedited Issuance of Migrant Certificates for Students:

The leaders stressed the need for a simplified and time-bound process for corrections in students’ records to avoid disruption in their educational pursuits.





Reservation in Government Employment:

A special employment package and reservation for displaced youth in Central and UT departments was sought to address the growing unemployment among the community.





Updating of Land Records and Legal Heir Certificates:

The delegation called for digitization and updating of land records, along with prompt issuance of legal heir certificates to safeguard property rights of displaced families.





Compensation for Displaced Agriculturists and Horticulturists:

The community’s agriculturists and orchard owners, deprived of livelihood for decades, were sought to be compensated under a comprehensive relief scheme.





Compensation for Burnt and Damaged Houses:

The leaders demanded that all pending and left-out cases of burnt and damaged houses in the Valley be verified and compensated expeditiously through district offices.







The Relief Commissioner gave a patient hearing to the delegation and assured that the concerns raised would be duly examined and necessary steps taken within the administrative framework to mitigate the hardships of the displaced community.

Virender Koul (Senior Leader, Panun Kashmir), Ashok Bhat( Vice President ASKPC), Bharat Bushan Bhat( Vice President ASKPC), Chaman Lal Dadroo(Vice President ASKPC ) and Sagar Koul( Sr.Leader AIMCCC)

The delegation reaffirmed its commitment to pursue the cause of the displaced community with unity and perseverance and expressed hope that the administration under the leadership of the Relief Commissioner would act promptly to redress the genuine grievances of the community.
