Mission Director Chairs Key Meeting on Phase-4 of Kisan Sampark Abhiyan under JKCIP

Jammu, June 04 (Scoop News)-A comprehensive meeting to finalize preparations for Phase-4 of the Kisan Sampark Abhiyan (KSA) under the Jammu & Kashmir Competitiveness Improvement of Agriculture and Allied Sectors Project (JKCIP) was held today at the Conference Hall, Directorate of Agriculture, Krishi Bhawan, Talab Tillo Jammu. The meeting was chaired by Sh. Sandeep Kumar (IFS), Mission Director HADP/JKCIP.

The JKCIP aims to contribute to a sustained increase in rural household incomes by enhancing the competitiveness and climate resilience of agriculture and allied sectors in Jammu and Kashmir.

The meeting witnessed the presence of S. Arvinder Singh Reen, Director Agriculture Jammu, Dr. Syed Moin-ul-Haq, Director Sheep Husbandry Jammu, along with senior officers from the agriculture and allied departments, technical experts from the Jammu division, and representatives from SKUAST-Jammu. Additionally, Heads of Departments (HODs) of Agriculture and allied sectors from across Jammu and Kashmir, along with all District Nodal Officers (DNOs) of HADP/JKCIP, representatives of SKUAST-Kashmir participated in the proceedings through video conferencing from their respective district headquarters.

During the session, it was informed that Phase-4 of the Kisan Sampark Abhiyan—a flagship farmer awareness and outreach programme will commence from 30th June 2025 and will be conducted across 90 blocks, covering 1,536 Panchayats (744 from Jammu division and 792 from Kashmir division).

During the meeting, Sh. Sandeep Kumar emphasized a targeted approach for engaging youth, women farmers, and agripreneurs, and issued a series of directives to ensure the effective implementation of Kisan Sampark Abhiyan Phase-4. All District Nodal Officers (DNOs) were instructed to prepare and share a detailed event calendar outlining the schedule of awareness programmes in their respective districts, and share a detailed event calendar with District Administration, Local MLAs, DDCs, and other public representatives well in advance. This advance planning will ensure timely logistical support, community mobilization, and strong administrative backing at the grassroots level.

Furthermore, each district must nominate Resource Persons and Master Trainers, ensuring their full participation in scheduled training programmes to effectively communicate key messages and technical guidance to farmers.

A major emphasis was placed on achieving maximum farmer participation, with directions for all field officers to create a friendly and accessible environment, engage farmers in local languages, and provide hands-on demonstrations wherever possible to enhance understanding.

The Mission Director also directed to coordinate with bank representatives to ensure their presence during outreach events, thereby facilitating farmer awareness on credit, subsidies, and financial inclusion schemes. A dedicated women-centric approach must be adopted, with targeted messaging and inclusion strategies to significantly boost women farmer participation, recognizing their pivotal role in the agri-economy.

In addition, DNOs were tasked with identifying and engaging progressive farmers and successful HADP beneficiaries, who have demonstrated innovation or tangible impact on the ground. These individuals will serve as local role models and peer motivators, and a comprehensive list of such farmers must be compiled and submitted to the Mission Directorate for further coordination and showcasing during the Kisan Sampark Abhiyan.
