Confederation, custodian of SC/ST/OBC rights, strikes at the hypocrisy of government


Jammu,October 25 (Scoop News)-All India Confederation of SC ST OBC Organisations held a press conference at their head office at Resham Ghar Colony Jammu, today. The agenda of the conference was to debunk the hypocrisies and fake promises of the government concerning SC/ST/OBCs in J&K. The conference was headed by RK Kalsotra, State President, flanked by Ashraf Ali, Vice President State (OBC) and Mohd Shafi, District President (ST), Mohinder Kumar, State Joint Secy and Lakshman Bhagat, State Coordinator, Confederation,

RK Kalsotra, State President Confederation, said that since abrogation of Article 370, there have been various claims made by the BJP government for benefitting the SC/ST/OBC community of J&K. But in reality, the picture is grim with only dilution of their rights.

Confederation has raised its voice for restoration of Reservation in Promotions with retrospective effect since 2015, Clearance of 1.04 lakh backlog vacancies, implementation of Mandal Commission Report, redressal of Caste Based Atrocities, removal of reservation in Excise Policy which the confederation got approved by ex LG Sh GC Murmu. Without paying any heed to these issues, the government is hell bent to add on to the problems for SC/ST/OBCs.

J&K SC, ST, BC Development Corporation released a notification lately which said that the corporation will accept applications with mortgage or government employees guarantee on collateral in all loan cases under Direct Financing Scheme. The loans given by corporation to SC/ST/OBCs have flawed interest calculations. This makes the loanee pay the interest for more than intended time period. These practices are not even approved by RBI and prove to be fatal for SC/ST/OBCs. On the other hand, the banks provide loans to SC/STs under Stand Up scheme without mortgage. Whereas speacialised corporations for SC/ST/BCs are demanding mortgage and even employees guarantee which puts the already vulnerable sections at disadvantage. Kalsotra demanded a thorough enquiry into the functioning of such corporations.

Advertisement No. 6 dated 21.10.2021 released by Government of Jammu and Kashmir, J&K Services Selection Board for Requisition of Posts/Vacancies received from Indenting Department (Home Department) has done away with the age relaxation of 5 years for SC/STs and 3 years for OBCs at par with the national reservation provisions. In connection to this, the Confederation wrote a memorandum addressed to LG Sh Manoj Sinha and the SC/ST/OBC community sent approximately 1 lakh mass mail to LG, DGP and Chief Secretary, J&K.

Moreover, PM Ayushman Bharat Jan Arogya Yojana J&K advertised for 20 posts for District Program Coordinator and 20 posts for District Information System Manager. There is no clause of reservation for SC/ST/OBCs in the advertisement.

Kalsotra added that Sh Amit Shah's tour of Jammu was nothing but claims for development without paying any attention to the issues of SC/ST/OBCs. An outfit under the banner of Pahari Tribe of J&K demanded reservation rights under ST community. These people are privileged and elite section of society who already reap benefits of social capital under the titles of Raja, Wazir, Khan, Sharma, Gupta, Mirza and are a combination of Hindus and Muslims. Wearing traditional clothes of Gujjars, they attended Amit Shah's rally for demanding the ST Status. Kalsotra said that we do not have any issue with them getting reservation but that share should not be removed from the current ST reservation provisions. Reservation is for representation of downtrodden and should be based on the size of population.

Kalsotra highlighted how the government is lingering the long impending demand of confederation to fully implement Mandal Commission Report which grants 27% reservation to OBCs but it's current share in J&K is a mere 4%. OBCs are at the lowest rungs in J&K and their share shouldn't be given to the other outfits like that of Paharis, who also fall under the EWS reservation.

Kalsotra concluded by saying that the government has been diluting the reservation and rights of SC/ST/OBCs. The claims of BJP government for 'Ache Din' has proved to be faulty for SC/ST/OBCs. If this continues, we will be forced to get on the streets to protest for our constitutional rights.
