Health Department,Leh organizes workshop on Tobacco Control Programme

Leh, November 02, (Scoop News)-A district level advocacy workshop on Tobacco Control Programme was held under the chairmanship of ADC, Leh Moses Kunzang at Shenam Community Hall, Leh organised by Health Department under NHM (NTCP), Leh. Councilor Upper Leh Ven Lobzang Nyatak, Councilor Lower Leh Phuntsog Wangldan, CMO Leh, Medical Superintendent Leh, District officers, Sr. Physician Dr. Tsering Nurboo, religious heads, school principals, representatives of social organizations, police department and doctors and staff of health department were also present on the occasion.
The National Tobacco Control Programme (NTCP) was recently launched in the month of June in Leh with the setting up of district tobacco control cell at SNM Hospital, Leh and in Kashmir division of J&K state Leh is among the 5 districts selected for this programme. NTCP is a programme launched by Ministry of Health and Family Welfare, GoI in 2007-08 with an objective to bring about greater awareness about the harmful effects of tobacco use and Tobacco Control Laws and to facilitate effective implementation of the Tobacco Control Laws. These were informed Dr Yangchen Dolma, CMO Leh while giving an overview of the workshop and its objectives. She stressed on coordinated and integrated efforts by all the stakeholders for better utilization of resources and information to ensure effectiveness of this programme.
ADC Leh Moses Kunzang said that India is called the smoking capital and also has highest number of passive smokers while giving other facts and figures on tobacco usage. He suggested to come up with certain declaration on the day, school policy and resolution at council level to give a strong message on the issue and to take concrete action plan in the implementation of the programme.
Dr Tsering Nurboo, Sr. Physician sharing his experiences stressed on need for thorough understanding of the issue with its cause and effect and then to carry surveys to authenticate the studies and to further carry effective measures. He gave a brief background of the works carried by Ladakh Action on Smoking and Health in curbing tobacco usage in the district, even two years before World Tobacco Day was started to observe in the world. He stressed on having human feelings in doing any work and emphasis on far sighted vision with integrated work system. He urged the NTCP team and all the stakeholders to work in tandem with changing time, needs, problems and frame long term strategy to achieve effective results.
Dr Iqbal Ahmed, Prog Officer NTCP gave detailed presentation on burden of tobacco in India and NTCP. Giving shocking facts he said 275 million people that is 30% of total population of India is using tobacco products as per Global Adult Tobacco Survey of India, 2010 and India tops in the world in usage of smokeless form of tobacco. He added that each year around 60 lakh people die of tobacco in India and the possibility of its increase is 80 lakh by 2030 if strict action is not put a control tobacco usage. He said that under NTCP tobacco cessation centre is opened at SNM hospital and soon sub centres will be open at block level I the district. Besides, IEC materials and programme guidelines will be distributed to all the educational institutions and maximum information will be disseminated through media.
Likewise, Dr Ghulam Mohd, Physician Specialist spoke in detail about harmful effects of smoking and secondhand smoke exposure. He warned about tobacco usage saying that cigarette smoking reduces life of a person by 20 years and 40% die prematurely unless quit smoking. DSP Leh Mr. Zahoor gave a presentation on Tobacco Control Act COTPA (Cigatettes and other Tobacco Products (Prohibition of Advertisement Regulation of Trade and Commerce Product Supply and Distribution) Act – 2003. An open discussion and strategies on effective implementation on tobacco control programme in district also took place in which valuable suggestions and assurance of support from councilors and religious heads were also made.
A skit show was also presented by students of Lamdon Sr. Sec. School, Leh and sign boards on free tobacco zone were given to the school Principals.
