| MLA Pahalgam moves privilege motion against CM | | ‘PDP can’t replace elected MLAs with its defeated candidates’ – NC Spokesman | Srinagar, May 13 (Scoop News)-National Conference on Wednesday held a Press Conference at the Party Headquarters in Srinagar to highlight the violation of the precedence of protocol and the suppression of democracy by Chief Minister Mufti Mohammad Sayeed and his Government. The latest symptom of this partisan manipulation of the institutions of democracy was seen when the Chief Minister along with some Cabinet Ministers and Government Officials toured Pahalgam and held review meetings in the Constituency without informing or inviting MLA Pahalgam Altaf Ahmed Wani. Today the MLA Pahalgam filed a Privilege Motion against Chief Minister Mufti Mohammad Sayeed, other Ministers and Government Officials in terms of Rule 238 of the Rules of Procedure and Conduct of Business in J&K Legislative Assembly.
Addressing the Press Conference, NC Spokesman Junaid Mattu and MLA Pahalgam Altaf Ahmed Wani along with MLA Homshalibug Abdul Majeed Larmi, MLC Ali Mohammad Dar, MLC Qaiser Jamsheed Lone, MLC Showkat Ganai and Youth President Salman Ali Sagar condemned this blatant disrespect shown to the representative rights of the people by none other than an elected Chief Minister who had recently and ironically spoken about the sanctity of the Legislative Assembly.
Addressing the Press Conference, MLA Pahalgam Altaf Ahmed Wani said that he had moved the Privilege Motion against the Chief Minister with a resolve to safeguard the representative rights of the people of Pahalgam who had elected him as their representative. “This was not Mufti Sahab’s personal sight-seeing tour of Pahalgam. This was an official tour where the Chief Minister was accompanied by officers of the District Administration and where a review was conducted of various works in the constituency. How can the Chief Minister or the State Government sideline the constituents of Pahalgam in taking decisions that affect them? I am the duly elected representative of Pahalgam and I will not allow the Government to subvert the verdict of the people in Pahalgam. The ‘Warrant of Precedence Protocol, Privileges and Amenities to the Members of the State Legislature’ has been violated and I have filed a Privilege Motion against the Chief Minister today”, NC MLA from Pahalgam Altaf Ahmed Wani stated.
“Also as per the Development Authority Act, I am a Member of the Pahalgam Development Authority (PDA). A meeting was held at the Civil Secretariat Srinagar to review the Master Plan of Pahalgam under the Chairmanship of Chief Minister and Tourism Minister Mufti Mohammad Sayeed. I was neither informed nor invited to attend the meeting. Non-statutory as well as political workers of PDP along with Government Officers were present making this a political meeting in the guise of an official meeting. By doing this I was denied my Statutory Right to perform the functions of an elected Member of the Legislative Assembly and as the Member of the Pahalgam Development Authority”, MLA Pahalgam Altaf Ahmed Wani added.
Addressing the Press Conference, NC Spokesman Junaid Azim Mattu said “This is as petty as it can get. That this behavior is now not only patronized but also personally adopted by the Chief Minister of this State is extremely tragic. When you compare this to the dramatic rhetoric of the Chief Minister, you realize the stark comparison and disparity in his words and deeds. Mufti Sahab has always believed in the politics of subversion, diversion and manipulation and it is sad to see that he still has not risen above his partisan tendencies while dispensing his duties as the Chief Minister of the State today. By taking the defeated PDP candidate from Pahalgam with him during an official review and tour of the constituency and by stooping to the level of not inviting the elected MLA Pahalgam, the Chief Minister has brought disrepute to his chair, his office and the institution of democracy in the State”.
MLA Homshalibug Abdul Majeed Larmi and MLC Qaiser Jamshed Lone also highlighted the brazen misuse of official machinery and institutions as well as violation of the protocol of Members of Legislature by the PDP-BJP Government in their respective areas and said this behavior did not behoove and elected Chief Minister. “PDP will not be allowed to suppress the institutions of democracy in this manner and by this petty behavior. We will not allow this to happen and will resist such moves with the support of the people”, the NC Leaders said.
Copies of the Privilege Motion as well as the receipt obtained from the Speaker’s Office were shared with the correspondents and reporters who covered the Press Conference.
