Question Hour in Council- Nikki Tawi Bridge to be completed soon: Altaf Bukhari
Jammu, March 26 (Scoop News)-The Minister for Public Works (R&B), Syed Altaf Bukhari today said that the Bridge on Nikki Tawi which was washed away in September-October, 2014 flash floods is expected to be completed within 18 months after the finalization of contract.
The Minister replying to a question by Ajay Kumar Sadhotra in the Legislative Council said that the re-construction of Nikki Tawi Bridge (300 Mtr Span) has been approved under Prime Minister’s Package for flood affected infrastructure 2014-15 at an estimated cost of Rs. 20.50 crore and stands already released.
The Minister informed that work has been entrusted to JKPCC who have started the Geological Investigations and also invited tenders for construction of the bridge. He said expected time of completion of the project is 18 months, after the finalization of contract.
The Minister further informed the House that Chief Engineer, R&B, Jammu has been asked to formulate estimates for construction of the proposed foot bridges for the damaged/washed away portion to restore connectivity.




900 kanals identified for rehabilitation: Basharat Bukhari
The Minister for Relief and Rehabilitation, Syed Basharat Bukhari today said 29 Villages habitations/areas have been identified as unsafe, out of which 03 villages are in Poonch district.
The Minister replying to a question by Jahangir Hussain Mir in the Legislative Council said that the 3 locations in 2 villages in Chowki Choura and 1 location in Surinsar in tehsil Jammu are unsafe, Hamelt Saddal and its surrounding area of village Panjar in Udhampur district, seri halmet of Tanda, Mansoo, Kanjli, Kundra, Dera Badu, Kansar devigarh, Channa (Tejhaar), Hasote areas, Mulas and Jamslan areas in REasi district, Hamelt Kachar Bass village Rakhjarog and Hamlet Bhatas in Kishtwar district, Village Chella/Dhangri and Upper Potha in Poonch district and Gund Tankipora, Zongalpora, Chambgund, Arrigupsoo and Asthai in Kulgam district are unsafe, the Minister added.
The Minister further informed the House that 900 Kanals and 5 Marlas land has been identified for rehabilitation of affected families which includes 103 Kanals in Udhampur district, 122 Kanals and 02 Marlas in Reasi district, 71 Kanals and 13 Marlas in Ramban district, 248 Kanals and 10 Marlas in Kishtwar district and 365 Kanals in Kulgam district.
The Minister said when the detailed land papers are received from various Deputy Commissioner and observations are clarified, the affected families will be rehabilitated at the safer places shortly subject to the availability of the funds.

PHE division for Pulwama under consideration: Paddar
Minister of State for PHE, I&FC Department, Abdul Majid Paddar informed the House that there is one PHE Division headquartered at Awantipora in District Pulwama.
The Minister replying to a question by Bashir Ahmad Magrey in the Legislative Council said that a proposal for establishment of PHE Division headquartered at Pulwama is under consideration of the Government.





Sadal, Seri not approved under SAGY: Haq Khan
Minister for Rural Development, Abdul Haq Khan today said that village Sadal of Panchayat Panjar of Block Moungri in District Udhampur and village Ders/Seri of Panchayat Dera of Block and District Reasi have not been approved under Saansad Adarsh Gram Yojana (SAGY)
While replying to a question by Jugal Kishore in the Legislative Council, the Minister said that the scheme of SAGY was announced by the Prime Minister in October 2014 to develop Model Villages (Adarsh Gram) as the nucleus of health, cleanliness, greenery and cordiality within the village community.
The Minister said that the guidelines of the scheme envisage that a Gram Panchayat with a population of 3000-5000 in plain areas and 1000-3000 in hilly areas to be identified by the concerned MP would be developed with the objective to develop the identified village with an integrated approach involving all stake holders, to substantially improve the standard of living and quality of life of all sections of the population through improved basic amenities, high productivity, better livelihood opportunities, reduced disparities, access to right and entitlements, wider and enriched social capitals.
The Minister said that the Gram Panchayat would be developed with an objective to generate modules of local level development and effective local governance which can motivate and inspire neighbouring Gram Panchayats to learn and adopt.
The Minister said that under the scheme, the identified Adarsh Grams will be nurtured as schools of local development to train other Gram Panchayats.

Introduction of Commerce stream in GDC Karnah being examined: Naeem Akhtar

Minister for Education, Naeem Akhtar in the Legislative Council informed that the Science Stream Stands already introduced in Government Degree College, Tangdhar (Karnah), while as the issue of introduction of Commerce Stream in the College is being examined by the committee, constituted by the Government to discuss various issues related to introduction of new or additional subjects in Government Colleges of the State.
The Minister while replying to a question by Javid Ahmad in the House said that the Department has referred 1741 posts of Gazetted cadre and 288 of Non-Gazetted to the PSC/SSRB for selection of the eligible candidates. The Minister added as soon as the selection lists are received from the recruiting agencies, the posts will be filled up.
The Minister said, in order to carry on teaching of students, qualified hands are being provided to the colleges by way of academic arrangement. There is no proposal under consideration to provide online education facilities.





Mohargarh Panchayat declared as backward area: Bali Bhagat
Minister for Social Welfare and Forest, Ecology and Environment, Bali Bhagat today said that Government has declared Mohargarh Panchayat in Samba district as Backward Area.
While replying to a question by Master Noor Hussain in the Legislative Council, the Minister said that no complaint with regard to deprivation of benefits under the Backward Area Scheme in the said Panchayat has been received by the Government.
Ravinder Sharma, Vibodh Gupta, Surinder Choudhary, Naresh Gupta and Jahangir Mir raised supplementaries to the main question.



216897 Kanals transferred under Roshni : Javaid Mustafa
An area of 216897 Kanal of State land has been transferred to the occupants under Roshni Scheme, which includes 785 Kanals under commercial category, 6213 Kanals under residential category, 205279 Kanals under agricultural category and 4617 Kanals under institutional category.
The information was given by Minister for Revenue, Javaid Mustafa Mir while replying to a question by Charanjit Singh in the Legislative Council.
The Minister said that the State land was brought under Roshni scheme. He said that nearly 10.11 lakh Kanals of State Land is still under the occupation of various individuals, whose applications have been rejected, out of which 1,500 kanals of the State land has been retrieved. Instructions have already been issued to all the revenue field functionaries to take action against illegal occupants in accordance with law, regarding removal of un-authorized occupation, the Minister added.
The Minister said that no such instance has been reported regarding any alleged nexus between encroachers, revenue department and Police Department.
Sofi Yusuf, Ajay Kumar Sadhotra, Javid Mirchal, and Ravinder Sharma raised supplementary to the question.
