Jammu,May 7 (Scoop News) –Dr shehnaz Ganai M.L.C today said that the people are the main source of power and in a democratic setup leadership lies in the hands of people and every decision has to be taken as per the aspirations of the people.
Reviewing status of devolution of powers to Panchayats in District Poonch, Dr shehnaz Ganai at a marathon interaction session with officers of 14 departments of whose various functions have been transferred to Panchayat Raj Institutions (PRI) and the Panches and Sarpanches, today started the block wise review of the implementation of the Govt policy and in this connection convened block level meetings of Panches & Sarpanches and the respective sectoral officers of the concerned fourteen departments at Dak Bungalow Surankote and Poonch.
“The aim of our dynamic Chief Minister Omar Abudullah is to establish a powerful Panchayat Raj system and transfer governance from Civil Secretariat to grassroots”, she said adding that the election to these institutions alongwith transfer of powers from 14 departments is aimed at realizing this goal. She told the officers to locate shortcomings for themselves, if any, in smooth devolution of powers to the ground level.
Dr Shahnaz said that Government has fulfilled its promise made in the elections and the under the dynamic and visionary Chief Minister, a new chapter has been written wherein the provision of Honorarium of Panches and Sarpanches has been kept in the budget of 2013-14.
She expressed satisfaction over the process of decentralization of powers and laid emphasis on capacity building of Panches and Sarpanchs to utilize these powers in full.
“Elections to Panchayats in the State were held after over 30 years and the period of transition from one system to another takes some time”, she said adding that the feedback she received during these meetings regarding transfer of powers and their utilization reflects positivity. However, there is need to further gear up in this direction and build necessary capacities in Panchayat members so that they utilize these powers fully”.
She while impressing upon the officers said, to develop a mindset of working in tandem with Panchayat members respecting their representative character and making them fully aware of their involvement and powers in the development process.
MLA said Poonch has difficult topography, remoteness of areas and hilly terrain, requires a well defined and powerful Panchayat system to attend to the public needs. She said the government is committed for this system and officers have to devote sincere attention towards this.
Rejecting the elements bent upon weakening the Panchayati Raj Institutions, She said that the nefarious designs of such elements will never succeed and the tempo of Panchayati Raj Institutions will gather momentum day by day.
She stressed and asked Panchayat members to redouble their efforts in making the Panchayati Raj Institutions fruitful and significant for the benefit of people.
