JK has 2 dozen chief ministers except the chief minster: Mehbooba
Srinagar,May 6 (Scoop News) – Peoples Democratic Party (PDP) president Mehbooba Mufti has said the state government is a rudderless boat in which every minister is like a lord and chief minister except Omar Abdullah. Addressing a public meeting at Akingam in Kokarnag constituency today she said the state government has two dozen chief ministers running their departments like private businesses and Omar Abdullah having lost all control over government is like a minister without portfolio.

On this occasion noted Gujarat leader Chaudhary Zaffar Ali joined the PDP. Also to join the party fold was Ab Salam Reshi a noted political activist who has served the area for many years. Five sarpanches and many panches of the area also joined the party. Speaking on the occasion Zaffar and Reshi said their joining the PDP was inspired by the party's progressive agenda and sincere and fearless leadership.

Mehbooba said the state has reached a stage where even disasters and calamities are unable to move the government. Expressing deep concern at the inability of the government to respond even at a minimal scale to the widespread devastation caused by earthquakes in Doda-Kishtwar region she said people there are reduced to destitution but the government has failed miserably to react. She said it seems the entire government is on a holiday with chief minister not finding time even for an aerial survey of the affected areas which looks stunning.

Mehbooba said that after the experience gained in dealing with natural calamities in the wake of 2005 earthquake, the state should immediately have put its disaster management apparatus in action as was done then. She said it was sad that the central government authorities have now pointed out that the state has not only failed in developing a proper disaster management agency but has been unable even to retain the capacity that was built eight years back. The government must immediately provide prefabricated houses to the affected families as it is reported that almost 80% dwellings in the region have become uninhabitable, said Mehbooba, adding that the people were scared of using the damaged houses in their present condition.

Mehbooba said the National Conference and Congress, which are partners in government both in Centre and the State , have been passing on the buck to each other, which might look funny but is causing great distress to the people in general and presently to the victims of the earthquake. She said while Ghulam Nabi Azad took time off his engagements in Centre to visit the affected region, he advised state government to organise relief and rehabilitation. On the other hand Dr. Farooq Abdullah, himself a minister in Delhi, whose Chief Minister son failed to visit the area, has written to Prime Minister, urging him to help the quake victims. In this back and forth drama the problems facing the victims are mounting with every passing day. She said it is established that the basic and immediate assistance to any disaster victims has to come from the state government which is supplemented by the Central Government, but in the case of Jammu and Kashmir, both have failed to deliver.

Referring to the widespread Hepatitis C disease that has plagued the villages of Takiamagam and Sundbrari, Mehbooba said though it was detected in December last, no medical aid has been provide to the hundreds of patients in the are. She said her plea to the Union Health Minister Ghulam Nabi Azad too has apparently not borne any fruit till now. She reiterated her demand for providing special medical care to the Hepatitis victims and also for taking preventive action against its spread.

Mehbooba said the governance on which the present government had sought votes in the last election has completely collapsed with the institution of Chief Minister itself becoming defunct. She said governance has become another name of luxury for the ministers and license to loot for all unscrupulous elements in administration. She said the display of incompetence and inefficiency at the level of the Chief Minister has added to the feeling of impunity among the ministers, each one of whom treats himself as the Chief Minister. Ruling politicians, she said are busy minting mony at the cost f people and building their personal empires, within and outside the state.

Mehbooba said the spurious drugs scandal is only the latest to have surfaced under the present government. She said the government itself now looks spurious as it is unable to tackle any complaint of fraud, corruption or maladministration. She said a huge quantity of sub standard medicines including some so called life saving drugs were recently seized from district hospital Shopian. It seems such supplies are normal in our state and explain the high mortality rate in government hospitals.

Speaking on the occasion the deputy speaker Sartaj Madni and senior leader Tariq Hamid Karra said the days of NC exploitation are nearing the end. They said the jobs in government had once again been put on sale. They said in the name of fast tracking of recruitment to 70 thousand candidates the young people were being hoodwinked. The government has collected more than Rs ten crores as fee and cost of application forms alone but so far not a single appointment has been made, Madni and Karra said. They said it was clear from government's own claims that less than 2 thousand vacancies had so far been referred to recruitment agencies that the government is cheating the genuine applicants and only waiting for elections to appoint its favourites through the back door.
