| Training-cum-Orientation Programme for Newly Appointed Accounts Assistants Underway in Leh and Kargil | |
Leh, September 23 (Scoop News)-The Finance Department, UT of Ladakh, is conducting a one-week Training-cum-Orientation Programme for 38 newly appointed Accounts Assistants from September 21 to 25, 2026. The programme is being conducted simultaneously at the Conference Hall, LAHDC Secretariat, Leh, and Conference Hall, Baroo, Kargil.
The Day 1 session, held on September 21, focused on Government Accounting and the Budget Process, covering the fundamentals of Government accounting, classification of Government Accounts, Budget Estimates and Revised Estimates, Demands for Grants, Appropriation and Re-appropriation, day-to-day accounting, expenditure sanctions and various types of Government bills. The sessions were conducted by Sh. Tsewang Dorjey, CAO, at Leh, and Sh. Mohd Ibrahim, AO, at Kargil.
On Day 2, September 22, participants were oriented on the Public Financial Management System (PFMS), including its various roles and modules, user registration and Digital Signature Certificates, followed by sessions on the Sanction and PAO Modules, LIFMS and Government Receipts under GFR, 2017. The sessions were conducted by Sh. Nawazish Ali, AO, and Sh. Tsewang Gurmet, AO, at Leh, and Sh. Iftikhar Hussain, AO, and Sh. Mohd Hussain, AO, at Kargil.
The Day 3 session, held today, focused on Government Procurement, covering procurement of goods under GFR, 2017, Government e-Marketplace (GeM), various modes of procurement, bidding procedures, the Manual for Procurement of Goods, 2024, and procurement of consultancy and non-consultancy services.
At Leh, the sessions were conducted by Ms. Stanzin Donsal, Director Finance, and Mr. Zulfiqar Ali, CAO, while at Kargil, the sessions were conducted by Mr. Iftikhar Hussain, JD, and Mr. Shamim Ahmad Wazir, CAO.
The training programme is aimed at providing newly appointed Accounts Assistants with practical orientation on financial rules, procedures and systems applicable to Government financial administration in the UT of Ladakh. The programme will continue with sessions on procurement of works and the Delegation of Financial Powers Rules (DFPR), 2024.
