| Administrative Secretary Reviews Law & Justice Works Executed by PWD | |
Leh, August 18 (Scoop News)-Administrative Secretary, PWD/R&B, UT Ladakh, Baseer-ul-Haq Choudhary, today chaired a meeting to review the progress of various works of the Law and Justice Department being executed by the Public Works Department (PWD), as well as other works of the Union Territory being implemented by the Central Public Works Department (CPWD) on behalf of PWD across Ladakh.
The meeting reviewed the physical and financial progress of ongoing projects, completion timelines, pending components, execution-related issues and measures required to ensure timely completion and operationalisation of the infrastructure.
At the outset, Chief Engineer, PWD, presented an overview of various ongoing works of the Law and Justice Department in different districts of UT Ladakh. The Administrative Secretary reviewed the status of completion and reasons for delays and directed the executing agencies to furnish component-wise details of completed and pending works, along with clear timelines for completion.
The status of the District Court Complexes in Leh and Kargil, along with the Court Complexes at Drass, Sankoo and Zanskar, was reviewed in detail. The meeting also reviewed the status of the ADR Building and its operationalisation, including facilities for the District Legal Services Authority and State Legal Services Authority. The Administrative Secretary directed the concerned officers to ensure proper certification and completion of all required components before handing over the facilities for use.
The status of the Kargil and Leh Court Complexes, including pending civil components, was also discussed. While reviewing the Kargil Court Complex, the Administrative Secretary sought details regarding the main court building, residential quarters, additional works and the status of the lift. He directed the officers to prepare component-wise timelines and ensure completion of civil works in close coordination with the concerned agencies. For mechanical works, he directed that separate execution schedules be prepared to avoid delays.
The status of residential court facilities at Zanskar and Sankoo, landscaping works and other pending components was also reviewed. The concerned officers were directed to expedite pending correspondence and approvals and ensure effective coordination with all stakeholders.
The meeting further discussed strengthening the online and centralised system for district courts, including proper nodal linkages, uploading of requisite information and processing of liabilities and sanctions through the designated system. Officers were directed to ensure timely updating of all necessary information and to process any changes in scope under SDP-funded works strictly as per the prescribed procedure.
Subsequently, the Administrative Secretary reviewed various CPWD works being undertaken on behalf of PWD, including bridge and other infrastructure projects across the Union Territory. He sought project-wise details regarding their physical and financial progress.
He directed the concerned officers to maintain a comprehensive and regularly updated database of all CPWD projects in Ladakh, clearly indicating the project scope, physical progress, expenditure and expected date of completion. He also stressed the need for close coordination between CPWD and PWD, particularly at the stage of completion and handing over of assets.
Issues relating to road encroachments, signage and other road-safety requirements were also discussed. The Administrative Secretary directed the concerned authorities to identify and address such issues in coordination with the district administration and ensure installation of necessary road signage wherever required.
The status of other projects, including the Forensic Laboratory and Tourist Facilitation Centre, was also reviewed. Directions were issued to expedite pending works and ensure their timely completion. The Administrative Secretary stressed the importance of proper documentation and presentation of project progress, including photographic evidence, expenditure details and details of remaining works.
Emphasising accountability, coordination and timely execution, the Administrative Secretary directed all concerned officers to undertake site visits wherever necessary, resolve field-level issues promptly and ensure strict adherence to the approved scope of work. He further directed that project-related information be maintained systematically and made available through appropriate online platforms for effective monitoring.
