| District Development Council Kulgam Bids a Historic Farewell After a Landmark Five-Year Journey | | Kulgam, February 24 (Scoop News)-With the successful completion of its five-year tenure, the District Development Council (DDC) Kulgam today held a dignified farewell ceremony, marking the conclusion of a historic chapter in grassroots democratic governance.
Chairperson District Development Council Kulgam Mohammad Afzal Parray and Vice Chairperson District Development Council Kulgam Shazia Jan, along with all esteemed Members of the Council, were accorded a warm farewell by officials, public representatives, and citizens from across the district.
It is pertinent to mention that the District Development Council constituted the third tier of the Panchayati Raj system in Jammu & Kashmir. With the expiry of its tenure—and as the terms of Panchayats and Block Development Councils (BDCs) had already ended—the three-tier Panchayati Raj framework in the Union Territory now stands concluded.
The institution of the District Development Council was new for all stakeholders at the time of its formation. Despite initial challenges and evolving administrative processes, the Council worked with dedication, coordination, and unity to serve the people of Kulgam in the best possible manner.
The Chairman expressed pride in highlighting that Kulgam remained the only district where all Members took decisions unanimously throughout the five-year tenure, reflecting collective responsibility, harmony, and an unwavering commitment to inclusive development.
