| Honouring those who braved the brunt of militancy | |
K N Pandita
Externally sponsored and internally abetted armed insurgency in the Kashmir Valley and the adjoining regions of Jammu is running its 36th year. The security forces and their affiliates, in particular the J&K Police force, have performed a crucial role and made valuable sacrifices in securing the Kashmiri civilian population from the man-made scourge of terror.
The concept, planning and execution of armed insurgency, which employed high skills of involving the local majority population of Kashmir, overtly or covertly, into the plan of creating a multi-faceted wedge in Kashmir civil society, remains a rare negative achievement of the handlers of Kashmir militancy.
They excelled in two major components of armed insurgency. One was infiltration into the Kashmirian psyche, and the second was extraordinary competence in reviving the Goebelian tactics of believing in their own lies. Terrorism cannot be uprooted that easily or that early. It is the terror funding that must be choked if we want to witness the end of terror. The Modi government handled the false currency notes with flawless efficiency. Its consequences were far-reaching yet less publicised on purpose.
Nevertheless, it did not tell the bizarre story about the ways of the conduits in positions of power who had a hand in the perfidious act.
There is an improvement in the ground situation in Kashmir today. But this has come at a great cost to the Indian nation. The Modi government's commitment to zero tolerance of terror is not an easy commitment. One should imagine the responsibility it meant for the Indian forces engaged in mounting a vigil on 12 to 14 thousand feet above sea level Himalayan peaks with a nearly -40 degrees temperature in the Siachin or the +50 degrees burning sands on Rajasthan's western border. Imagine the supply requirements of the Indian troops at such heights and distances, and the supply lines catering to their needs.
It is the duty of the present generation of Indians to bestow immortality upon the great and heroic patriotism of the active forces of India and a vast spectrum of the Indian nation that supports them.
Our nation honours many outstanding heroes on national days like Independence Day and the Republic Day. Honouring the soldiers, particularly those who have laid down their lives fighting the enemy, should instil the spirit of patriotism and service in the minds of the younger generation. We were gladdened by the news that the government would be considering honouring those civilians who have also contributed to the security of the nation at the risk of their lives. That would be a great incentive to those who have an enviable record of resisting the terror even when bare-handed.
There are many unsung heroes of our State who have, in their own way, contributed to the security and safety of the state. Their stories are amazing as well as thrilling about how they suffered the nights of torture and days of harassment. They may have been ordinary people with no specific description, but they have shown their grit and determination in resisting the terror machine. The government should prepare a genuine list of such civilians as have played a heroic role. The departments of the government, both state and central, should be asked to prepare a lists of such unmentioned heroes, giving details of their bravery in defeating the designs of the terrorists in their own way. They deserve to be honoured by the nation. Each year, such lists are prepared, and then a selection is made. I fail to understand what selection of a candidate means when evaluating their acts of courage and heroism. A person is kidnapped, subjected to torture, shifted blind-folded from place to place in darkness, interrogated by a couple of armed terrorists to reveal what he knows of things around him and is fired at for side-tracking the subject and finally escaping the range of their bullets, does not deserve to be left to the discretion of evaluators; no, it is unjust. He deserves to be given the reasonable award for his resistance. No criterion other than that of defying the armed terrorists and surviving by clinging to a straw is enough certification of his bravery and patriotism. Why should not the nation be proud of them also as it is of the martyrs and heroes of war.
