Div Comm Ladakh visits border pasture lands, reviews winter preparedness in Nyoma


Leh, December 01 (Scoop News)- The Sub-Divisional Magistrate Nyoma will be the Nodal Officer for management of the movement of nomadic tribes of Nyoma Sub-Division to the winter pasture lands. This was decided in a meeting chaired by the Divisional Commissioner Saugat Biswas during his visit to Nyoma.
Divisional Commissioner Ladakh, Saugat Biswas made a visit to Nyoma Sub-Division and interacted with the villagers and elected representatives of Tsaga, Muth, Dumti, Koyul, Chumur and Demjok villages, he met the Sarpanches, the Councillors of LAHDC, various departmental officers and officers from the army ITBP and Police.
The sarpanches of 13 Gram Panchayats of Nyoma Sub-Division put forth the various issues confronted by the villagers specially during the winter months. Divisional Commissioner was apprised of the requirement of telecommunication facilities, electricity, medical facilities, accessible roads, requirement of ambulances, fencing of cultivated areas, portable water etc.
Biswas gave a prolonged hearing to the issues of the villages and discussed in detail with a view to finding immediate and long-term solutions. He also informed the people about the various schemes of the administration benefits of which can be reaped by the villagers. He urged the people to form Self Help Groups under the Vandhan Yojana for marketing of local produce in the food processing and handloom sector. Deliberations on the ways to augment pashmina spinning and weaving capabilities was discussed. Divisional Commissioner assured the people to resolve the issues related to water supply through tankers and hand pumps and 8 hours of electricity in every village immediately. He assured that DTH services shall be provided in remote villages at subsidized rates. Taking note of the absence of fuel filling station he assured to take up the issue with the oil companies and ensure establishment of a fuel station near Nyoma Sub-Division.
Biswas took stock of the availability of essential supplies for the winters. The departmental officers informed about the availability of fodder, medicines, oxygen cylinders and concentrators and the readiness of the Cooperative Department for ensuring food supplies during the winter months. He directed the doctors of Animal and Sheep Husbandry Departments to devise a roaster of their visits to various villages which must be extensively publicize amongst the people.
Block Medical Officer (BMO) Nyoma apprised the Divisional Commissioner of their preparedness for COVID 19, she also informed that Rapid Antigen Tests were being conducted at the Sub-Centre Level and till now over 500 tests have been conducted in Nyoma.
The Divisional Commissioner appealed to the people to maintain Social Distancing, wear masks, avoid social gathering and follow all medical protocols. He asked the Nambardars and Sarpanches to ensure that the village Level COVID Surveillance teams conduct the monitoring activities with utmost dedication.
The villagers and the officers from the ITBP and Army discussed the issues faced by the people in the winter grazing grounds which borders the neighboring country. Standard Operating Procedures (SOP) for grazing activities were discussed and it was decided that the Sub-Divisional Magistrate Nyoma will be the Nodal Officer for coordinating grazing activities of the people with the security forces at the border. The Divisional Commissioner also made an aerial survey of the Khakjung pasture land for a better understanding of the issues of the nomadic tribes.
