2-day G C meeting of LAHDC, Leh ends in a satisfying manner

Leh, December 18 (Scoop News)- Under the Chairmanship of CEC, LAHDC Jamyang Tsering Namgyal, the second day of general council meeting was convened to discuss the financial achievements of the remaining departments upto ending November 2018 under Capex Budget 2018-19 at Leh today.
The meeting was attended by Dy. Chairman Gyal P Wangyal, EC (Agri) Phuntsog Stanzin, EC (Health) Tsering Sandup, EC (A&SH) Mumtaz Hussain, MLC Chering Dorjey, DC/CEO, LAHDC Leh Avny Lavasa, Councilors, President MC, Leh, Opposition leader in House, Gyurmet Dorjey and district officers.
On the second day of GCM began with opposition Councilors headed by Gurmet Dorjey raising objection over the boycott of GCM by three councillors of ruling government. He also objected the delay in holding of review meeting by two months because of which he said that expenditure has suffered. On this, all the opposition Councilors staged a walked out from the house but later joined for the meeting. On this CEC, JTN urged the opposition Councilors not to politicise trivial issues rather stressed to focus on developmental aspect of the region.
Serious deliberation was made over the land allotment without consent of Hill Council by Revenue Department in the recent past and illegal land grabbing and forceful occupation and destruction of grazing land in border areas of Changthang by army. CEC directed DC to form a committee to identify the land allotments in phase manner and to cancel the allocations done without the permission of Council. Endorsing the point MLC Chering Dorjey expressed the need to take up serious measures to keep a check on land mafia prevalent in the district.
While discussing PWD the issue of raised and uneven pit holes on main roads in Leh town were strongly taken up by Councilor Upper and Lower Leh, MLC, President MC, Leh citing it as a failure and lack of coordination among concerned departments. CEC gave strict directions to Exen PHE to ensure even and smooth road in the coming working season and hold SE PWD to responsible to ensure coordination among the various divisions of PWD in future. He also directed Exen PHE to provide drinking water supply by ensuring fully running taps specially in winter months and using water tanker to be driven by department driver only. Responding to question raised on STP status CEC said that possibilities will be explored to look into the technical issues and soon viable solution will be chalk out.
CEC stressed upon the HODs to ensure timely and quality execution of projects by prioritising on need basis and gave full assurance to sort out technical issues with proper survey and to take up required issues with higher authorities at State and Centre level.
The Councilors of respective Constituencies took all important issues of their areas with suggestive solutions and sought LAHDC’s intervention in timely completion of works.
The progress under Non-plan schemes, Centrally Sponsored Schemes, CRF, PMGSY, AMRUT, UDISSMT, Beautification of Leh Town, Solid Waste Management also discussed in detail .
In his last note, CEC Jamyang Tsering Namgyal expressed satisfaction over the proceedings and results of 2-day General Council Meeting with 90 percent physical achievement under Capex Budget 2018-19 of Leh district and extended thanks to the Dy. Chairman, LAHDC, Executive Councilors, MLC, Leh, Deputy Commissioner/Chief Executive Officer, LAHDC, Leh, President, Municipal Committee, Leh, Opposition leader in the House, Gyurmet Dorjay, Councilors and the Head of the Departments for their active participation in the meeting and extending fullest cooperation in making the General Council meeting a meaningful one.
