General Council Meeting of LAHDC, Leh held at Leh
LehLadakh), December 17 (Scoop News)- Under the Chairmanship of CEC, LAHDC Jamyang Tsering Namgial, the general council meeting was convened to discuss the financial achievements upto ending November 2018 under Capex Budget 2018-19 at Leh today.
The meeting was attended by Dy. Chairman Gyal P Wangyal, EC (Agri) Phuntsog Stanzin, EC (Health) Tsering Sandup, EC (A&SH) Mumtaz Hussain, MLC Chering Dorjey, DC/CEO, LAHDC Leh Avny Lavasa, SSP Sargun Shukla, Councilors, President MC, Leh, Opposition leader in House, Gyurmet Dorjey and district officers.
The meeting began with an obituary tribute to Late Engineer Sonam Dawa and a minute silence was observed in his remembrance. CEC spoke in brief about the life and contribution of Er. Dawa in the development of Ladakh. He then highlighted some of the major recent achievements that include announcement of University to Ladakh, upgradation of SNM Hospital to 300 beds capacity, conducting of successful MC and Panchayat Elections in the district.
Addressing the gathering, CEC informed that the total financial outlay for the year 2018-19 was Rs.13,589.53 and the expenditure till November ending has been reported Rs.1,522.77 (15.22%). He said that the major reason for projecting less expenditure has been the introduction of Beem App which has posed technical difficulties and problems in accounting procedures. He appreciated the district officers headed by DC, Leh in ensuring efficient execution of work and proper utilisation of funds despite various unavoidable challenges.
For the first time, CEC has introduced question hour session during the general council meeting and each Councilor has been given the chance to submit five written questions each and on priority basis one question each was answered in the Q&A session and for the other four questions CEC said that written answers will be provided. CEC stressed on trying new changes in the existing work pattern to ensure more effective and better service delivery. The house also appreciated the efforts of CEC in promoting Bhoti language by allowing councillors to speak in local language and writing the name plates in Bhoti.
While taking up the financial and achievements progress report department wise various issues were highlighted in the house. The CEC, the Deputy Chairman, LAHDC and all the concerned Executive Councilors gave answers to the questions raised by different Councilors pertaining to their Constituencies. CEC urged all the head of departments to follow a strict timeline in providing incentives, subsidies, distribution of materials like polythene, buckets, seeds, saplings etc to ensure full benefit to the public. He asked them to ensure internal coordination and sort out issues within the department so that work and public do not suffer.
During the GC meeting, DC/CEO, LAHDC , Leh Avny Lavasa gave clarification to a number of technical issues. MLC Chering Dorjey, President MC, Leh Dr. Ishey Namgyal also spoke and shared views for better delivery of developmental schemes.
Regarding CCDF, CEC gave clear instructions that proposal beyond fixed fund should not be proposed by Councilors and should not be accepted by implementing/planning agency. He also impressed upon the need to bring necessary changes in the guidelines of CCDF and urged the Councilors to submit their suggestion by end of December. He added that based on that DC will frame a draft and put for final approval in mid January, 2019.
Other major issues raised and deliberated include growing menace of stray dogs, early shifting of waste from Bombguard, closing snooker points, streamlining of Social Welfare schemes, formation of a committee to verify BPL families to check bogus ration card holders, study reasons for decreasing population of wildlife birds and animals, need for flexibility in the nomenclature of livestock compensation, promotion of potential sports like polo, archery and Ice-hockey, introduction of Urdu subject in government and private schools, rebuilding of auditorium hall of Information Department, revival of Ladaks Phonya departmental magazine, maintaining of close coordination between NHPC and PDD to ensure smooth power supply etc.
The GC meeting will last for tomorrow also to review the progress of remaining departments.
