| No burden of enhanced rates on BPL families: Zulfkar | | ‘Tenders invited to convert Wheat into meal Atta’ | 
Jammu, January 16, (Scoop News)-Minister for Food, Civil Supplies and Consumer Affairs Choudhary Zulfkar Ali informed the House that the enhancement of rates of foodgrains has not put any burden on the BPL households as they continue to get the ration on highly subsidized rates.
He said after the implementation of Mufti Mohammad Sayeed Food Entitlement Scheme (MMSFES) in the state, the government distributes wheat at the rate of Rs 1200 per quintal against the procurement rate of Rs. 1900 per quintal. Similarly, rice is provided at the rate of Rs 1500 per quintal against the procurement cost of Rs. 2400 per quintal, he added.
Replying to a question of Ramesh Arora, the Minister informed that the government bears a deficit of Rs 9 per kg on rice and Rs 7 per kg on wheat that puts extra burden of Rs 411 crore on state exchequer. In order to reduce the deficit in MMSFES, the rates have been enhanced only under NPHH category and there is no burden on 74.13 lakh BPL families in the state, he asserted.
He further informed that the tenders for conversion of wheat into meal atta have been invited and Jammu district would get 10 kg atta bags as and when the same is finalized.
Meanwhile, the Minister informed that the government provides carriage/transport charges to the depot owners as per the amount fixed by the concerned Deputy Commissioners. He also said that the dealers are being paid commission as per availability of funds.
SMAS assistance being provided online: Sajad Lone
Minister for Social Welfare, ARI & Trainings and Science & Technology Sajad Gani Lone informed the House that the cash assistance under State Marriage Assistance Scheme (SMAS) is being credited directly into the individual bank accounts of the beneficiaries.
Replying to a question of Saif-ud-Din Bhat, the Minister informed that the beneficiaries are required to apply at the concerned District Social Welfare Office (DSWO) along with the required documents to take benefit of the scheme.
Giving details, he informed that the DSWO submits the cases to the District Level Sanctioning Committee and it clears the cases in the light of eligibility criteria. He said the list is finally submitted to Administrative Department. HGe however said that the government has asked the District Level Sanctioning Committee/Administrative Department to settle the cases in a time bound manner as per the availability of funds, he added.
He further informed that there are more than two lakh old age, handicap and widow pension cases pending in the state including 1,53,699 under Integrated Social Security Scheme and 1,13,991 under National Social Assistance Programme.
Related to the issue of rising pendency in the number of cases, the Minister said that the state receives a fixed amount from Centre as the scheme is not demand driven and new cases are included only after vacancy arises in the existing numbers.
3263.46 MW power potential being tapped from 3 rivers: Asiea
Minister of State for Power, Housing and Urban Development, Asiea Naqash, while replying to a question of Zaffar Iqbal Manhas, informed that over 3263.46 MW power has so far been harnessed against 16475 MW potential of three major rivers of state as assessed by Central Electricity Authority.
She said Power projects on the three western rivers of Jhelum, Chenab, and Indus have been executed under state/central/IPP mode.
Meanwhile, she said that state government has laid a roadmap to make J&K power surplus state adding a total 13076 MW projects are under various stages of development, 1401 MW projects are under execution by the state/central/IPP mode, 5162 MW projects have been cleared by CEA/CWC and are at tendering stage; 1818 MW projects are under survey and investigation/DPR/Appraisal stage, 4359 MW projects are under PFR stage, while 306.5 MW proposed projects are being taken up under PMDP.
Firdous Ahmad Tak raised the supplementary to the main question and demanded that Government should ensure proper utilization of funds for local area development under Corporate Social Responsibility (CSR) in the areas where the Power projects are coming up.
Rs 2 cr allocated for preparation of Smart City proposals: Asiea Naqash
Rs 6 cr projects submitted under AMRUT
Minister of State for Housing and Urban development Asiea Naqash, while replying to a question of Mohammad Khursheed Alam, informed that Union Government has released Rs 2 crore for preparation of Smart Cities proposals for twin capital cities of the State.
She said that Rs 1.60 crore has been expended so far.
The Minister informed that the Master Plan for Jammu city has been approved by the State Cabinet while as draft Master Plan for Srinagar city 2035 has been prepared and would be finalized after the scrutiny of objections and suggestions received from the stakeholders by the Committee constituted for the purpose.
Meanwhile Asiea Naqash further informed that the Government has prepared a project of Rs 6.44 crore for formulation of GIS based Master Plans under AMRUT for the twin capital cities of the State adding that Rs 2 .02 crore and Rs 1.48 crore would be utilized for Srinagar and Jammu cities respectively. “The GIS based Master Plans under AMRUT for Srinagar and Jammu cities has been approved by the State Level Technical and State Level Power Steering Committees and stands submitted to the concerned quarter for approval and arrangements of funds,” she informed.

Rs 3 cr released for upgradation of NTPHC Pahalgam: Bali Bhagat
Minister for Health & Medical Education Bali Bhagat today informed the Legislative Council that government has released Rs 3 crore for up-gradation of NTPHC Pahalgam.
He said that the funds have been provided under National Health Mission (NHM) but work on the project has not been taken up due to imposition of ban on construction work in the area.
The Minister was replying to a question of legislator Sofi Yousuf.
Meanwhile, the Minister informed that NTPHC Kullar is entitled to one post of doctor and the vacancy would be filled after recruitment against the already advertised posts was completed. He however said that one doctor engaged under NHM has been posted at NTPHC Kullar.
The Minister said that the proposal for up-gradation of PHC Srigufwara is under examination of the government.
Various measures underway to promote religious tourism in JK: Priya Sethi
Minister of State for Tourism Ms Priya Sethi, while replying to a question of Girdhari Lal Raina, informed the house that government is spending Rs 5 crore annually under Capex Budget to create facilities at various pilgrim shrines of the state. She said around 176 pilgrim sites and shrines are being developed by creating various facilities for visitors under the pilgrim tourism. “Under the pilgrim tourism, the government is providing basic facilities like PCs, Wazu Khanas, Dormitories and illumination at the shrines and temples”, she added.
Giving specific information about Shadipora, she said the government has constructed 10 washrooms and 8 public convenience blocks at the historical site.
Meanwhile, she informed that as part of Union Ministry of Tourism’s Swadesh Darshan Scheme aimed at to develop theme based circuits, around 15 thematic circuits have been identified in the state for which preparation of DPRs is in progress.
She assured that the state Government would pursue Union Ministry of Tourism to incorporate Shiva circuit in
thematic circuit of Swadesh Darshan Scheme. Surinder Mohan Ambardar, S. Charanjeet Singh and Yasir Reshi raised the supplementary questions.
