LA Proceedings :PMDP size Rs 82453 cr: Dr Drabu
Projects taken up under package at different stages of implementation

Jammu, January 16, (Scoop News)-Minister for Finance, Dr Haseeb A Drabu informed the House that as on date the estimated size of the Prime Minister’s Development Package (PMDP) is Rs 82453 crore and the projects instituted under this package are at different stages of execution.
The Minister was replying to a question by Mr Rajiv Jasrotia. He said the package aims at overall development of the State and cannot be segregated at regional, sub-regional or district levels.
Dr Drabu further informed that there is no timeline prescribed for spending, but it depends on our capacity to spend. He added that a number of steps have been taken to implement the projects under the package in a time bound manner which include inter-alia, finalization of location and scoping of individual projects, formulation of Preliminary Project Reports (PPRs) and Detailed Project Reports (DPRs) and concretising financing of the projects particularly in view of requirement of State share and resources for development of infrastructure concomitant to the main project for speedy and time bound implementation of the specific projects
. He added that nearly all the projects have been taken up and are at different stages of contracting and or execution.

Separate Development Authority set up to harness Kargil’s tourism potential: Priya
‘Multifarious activities under implementation to promote tourism activities in the area’
Minister of State for Tourism, Priya Sethi today informed the Legislative Assembly that a separate Tourism Development Authority has been set up to ensure holistic development of Kargil from the tourism point of view as this area has tremendous potential for religious, border, adventure and cultural tourism.
She said under Tourism Incentive Rules-2012, all the areas within the jurisdiction of Tourism Development Authority Kargil and Zanskar and Tourist Villages covered under Centrally Sponsored Scheme (CSS) are eligible for incentives for construction of Hotel, Motel, Restaurant, conversion of Private Houses into Paying Guest Houses etc.
Replying to a question by Asgar Ali Karbalaie, the Minister told the House that the Tourism Department has produced a short promotional film on autumn, which depicts vividly ambience of this season in Kargil to attract tourists to the area.
The Minister said that new strategies are continuously being devised to increase arrival of domestic and international tourists in the areas. “The Tourism Department has prepared publicity material for Kargil which is being circulated in tourism marts of National and International levels. The publicity material is also kept available at the offices of the Tourism Department located outside the State,” the Minister elaborated.
She said under the Prime Minister’s Developmental Package (PMDP), the Tourism Department has hired consultants for framing projects to be submitted to Union Ministry of Tourism. The consulting firms include M/S Power Tech for promotion of Heritage and Himalayan tourism, Dara Shah for Eco Tourism and PricewaterhouseCoopers (PWC) for Adventure Tourism. She said the consultants have been hired by the Department for framing the projects across the State including Kargil district.
Ms Priya Sethi further said that Kargil has already been brought on the tourism map of the State through various other initiatives.
“Sustained efforts are being made to promote Kargil as an ace tourism destination. It prominently figures in the promotional campaigns viz print, electronic, social media, etc of the department” she added.



Work in progress on several bridges, roads in Wachi constituency: Veeri
Poonch-Loran-Tangmarg road under execution
Minister for Revenue, Parliamentary Affairs, Abdul Rehman Veeri informed the House that the construction of Trenz Bridge has been taken up under World Bank through JKPCC Ltd while the construction work of 1x48 Mtr span bridge over Nallah Rambiara at Watchi is in progress.
Giving details of various road projects taken up in Wachi in response to question by Aijaz Ahmed Mir, he said bridge over Nallah Rambiara is an ongoing scheme under State Sector Bridges Programme taken up at an estimated cost of Rs.3.80 crore. He said the sub-structure of the bridge stands completed. He further informed that the construction of 1x1 Mtr Bailey bridge has also been taken up for execution during the current financial year at an estimated cost of Rs.0.65 crore.
The Minister said that the construction of 1x45 Mtr trussed girder bridge over Nallah Tongri at Zainapora was taken up for execution during the year 2015-16 at an estimated cost of Rs.3.99 crores under flood damaged infrastructure and the work is in progress. Similarly, the construction of 1x15 Mtr span bridge at Check-e-Kachdoor stands allotted and is being taken up for execution shortly at an estimated cost of Rs.0.65 crore, he added. He said that the detailed project report for construction of 30 Mtr span plate girder bridge has been prepared at a cost of Rs.2.64 crores.
The Minister further said that 7 kilometres Hillow Handew Narwani road has been partly blacktopped/metalled, while DPR for its up-gradation has been prepared at an estimated cost of Rs.7.55 crore and submitted to Union Government under PMGSY Phase-XI Batch-II. He said that the Chitragam-Bandpawa-Drawani road having a total length of 6 kilometres has been partly metalled. “An aggregate length of 0.40 kilometres has been macadamized and an aggregate length of 3 kilometres has been restored by way of P/L WBM G-II in patches/stretches during the current financial year, he added.
The Minister informed the House that Mantribugh-Tangpora road with total length of 1.50 kilometres has been restored by way of providing and laying of WBM G-II in patches/stretches during the current financial year. He there was no proposal to upgrade and macadamize Killora-Krowoora Padgochi road, Kanjullar Gadepora road, Khujpora Shirmal road, Reban Zainapora road and Chitrajan Kashw link road.
While replying to a supplementary raised by Mr. Mohammad Abbas Wani, he said that the work on Poonch-Loran-Tangmarg (Gulmarg) road is under execution.





Payment of land compensation started for Ring Road Jammu: Veeri
Minister for Revenue, Abdul Rehman Veeri today informed the Legislative Assembly that the process for disbursement of compensation to land owners/interested persons whose land has come under the Ring Road project in Jammu district has been started.
Replying to a Question by Dr Gagan Bhagat in the House, the Minister said that the compensation is being paid to the farmers/ owners in lieu of their land coming under the alignment of Ring Road Project under the provisions of J&K Land Acquisition Act and the rates are assessed/fixed for payment in the meetings of Collectors chaired by the District Collector as per the guidelines/provisions made under the said Act as well as taking into consideration the Stamp duty rates notified for concerned areas by the competent authority.
Hakeem Mohammad Yasin, Ch. Sukhnandan and M.Y. Tarigami raised supplementary questions related to their areas.




17.52 lakh cft timber, 1.02 lakh qtls firewood supplied during past 2 yrs: Lal Singh
Minister for Forests, Ch. Lal Singh today informed the Legislative Assembly that the Department of Forests has supplied 17,52,822 cft of timber during the past two years to the consumers of the State. He said 7,42,178 cft was supplied during 2016-17 and 10,10,644 cft in 2017-18.
Similarly, the department has also supplied 1,02,830 qtls of fire firewood to various religious organizations in the State during this period. He said in 2016-17, 47,988 qtls and during 2017-18, 54,842 qtls of firewood was supplied to the religious organizations across the State.
Replying to a question by Ch. Mohammad Akram in the House, the Minister said that the J&K State Forest Corporation is supplying quality timber to the consumers as per the demand. Similarly, adequate firewood is being supplied to the religious institutions according to the demand received from them, said the Minister.
Responding to the supplementary questions by Usman Majeed, Daleep Parihar, G. M. Saroori, Altaf Ahmed Wani and Jeevan Lal, the Minister said that presently the timber is supplied to the people through a strong network of 885 depots and there is no proposal to open any new depot, he added.




Rs 362 cr allocated to DDMRRR during 2017-18 to meet unforeseen exigencies: Mir
Minister for Disaster Management, Relief, Rehabilitation and & Reconstruction, Javaid Mustafa Mir informed the House that newly created Disaster Management, Relief, Rehabilitation and Reconstruction (DMRRR) Department was allocated Rs 362 crore for 2017-18 to meet unforeseen exigencies.
“Jammu and Kashmir is highly prone to earthquakes, floods, avalanches, flash floods etc and the Government created this separate Department in pursuance to the Cabinet Decision No. 100/11/2016 and entrusted various important subjects to it” the Minister told to the House . He was replying to a Question by Javid Husssain Beigh.
The subjects/components including Emergency Relief Organization, Disaster Management, Relief and Rehabilitation, management of all issues relating to Kashmiri Migrants, issues pertaining to Displaced Persons of 1947, Chhamb DPs of 1965/71 and West Pakistan Refugees, management of issues pertaining to people affected due to firing on LoC and International Borders were assigned to the Department.
The Minister said that to meet unforeseen exigencies and carrying out various activities under these components an allocation of Rs.362.01 crore was made for during the year 2017-18 under State and Central sectors.
“Of this an amount of Rs. 147.55 crore stands released to various implementing agencies till date,” said the Minister.
