By acquiring education, some people have reached to the higher positions; but these educated people have deceived me. I was hoping from them that after acquiring higher education they will serve the society; but what I am seeing is that a crowd of small and big clerks has gathered around, who are busy feeding themselves and their families.” Stating that Ambedkar's Agra speech was full of pain and anguish of an unimaginable level over how the major beneficiaries of reservation had their own selfish agenda instead of carrying forward the struggle of emancipation of the oppressed, Dr. Bhasin said that the categories employees of J&K State touched by the apprehension of Dr. B.R.Ambedkar have endeavoured to pay back to the society and thus instituted this financial support scheme with the cooperative donations and financial contributions by them and entrepreneurs from amongst these communities only which would have great social impact.

While giving the detail of Merit cum Mean Financial Assistance Scheme of JKRCEA, Dr. Zabeer Ahmed Bajjar, general secretary of JKRCEA has said that since there are many meritorious students in the SC, ST, OBC and others economically backward classes, who have the potential to do well provided they are given financial support, JKRCEA thus has introduced the scholarship and financial support for students belonging to the Scheduled Caste, Scheduled Tribe and Other Backward classes who want to undertake their education but due to financial constraint are not in a position to continue. He further told that with an aim to support the underprivileged lot of the communities, academically brilliant school going students struggling with financial constraints for continuation of higher education, due to the lack of finances, JKRCEA has in first instance decided to bear the expenditure of education of three such students.
