Question Hour in LA Feasibility report for setting up NIMP in Bhaderwah awaited from GoI: Asiea
Jammu, January 20, (Scoop News)- Minister of State for Health and Medical Education Asiea Naqash today said feasibility report for establishment of National Institute of Medicinal Plants (NIMP) proposed to be established in Bhaderwah is pending clearance with the Government of India.
Replying to a question by MLA Daleep Singh Parihar in the Legislative Assembly, the Minister said the two sites identified for establishment of NIMP at village Kotli (50 kanals) and village Basti (100 kanals) in Bhaderwah were inspected by an Expert Committee of the Union Ministry of AYUSH in July 2015.
“The report of the Expert Committee has not been received by the State Government till date, despite assurance given by the Union Minister of AYUSH during his visit to the state in October 2015," she added.
She said a case regarding the issue is also pending before the Jammu and Kashmir High Court in OWP No: 448/2016 titled Naresh Kumar Gupta and others v/s Union of India and others.
Legislators Neelam Kumar Langeh, Raja Manzoor Ahmed, Javaid Beigh raised supplementary questions.
Several tourism projects apace in Gool-Arnas area: Priya Sethi
DDB decision regarding development of tourism infrastructure in the area would be implemented: Naeem
Minister for Education Mr Naeem Akhtar today said the decision of the District Development Board (DDB) regarding construction of tourist huts in Gool-Arnas area will be implemented in letter and spirit.
The Minister said this while intervening during the reply of a question raised by MLA Aijaz Ahmed Khan in this regard in the House.
Earlier, replying to the main question, Minister of State for Education, Tourism and Culture Priya Sethi informed the house that several tourism projects have been taken up in Gool and Arnas areas on which work is in progress.
Listing the tourism infrastructure projects taken up in the area, she said the work on construction of tourist facilitation centre Gool, construction of 3 room suite at Daggan Top and construction of rain shelter sheds/view points from Gool to Arnas is in progress.
Responding to the issue of delay in construction of hutments in Gool, the Minister said; “The estimates for upgradation of Forest Huts in Gool have been prepared by District Forest Officer and submitted to Conservator of Forest West Circle Rajouri for sanction and administrative approval, which is under process.”
She also assured the house that development of tourism assets in Gool will be given priority when fresh funding under tourism sector is received.
The Minister also informed the house that besides these projects, Ministry of tourism GoI has sanctioned a project "Village Arnas" under Rural Tourism Scheme in the year 2013-14. The work on the project involving a cost of Rs 66.89 lakh is also under progress.
She also said that the department has prepared a detailed project report for development of Daggan Top, Gool at a cost of Rs 2.99 crore for execution 3 Huts/ Kiosks/ 5 Souvenir Shops, gender Based Toilets, 4 Rain Shelter Shed, 8 viewpoints, landscaping, pathways walkways, ornamental benches etc.
The Project shall be taken up under Prime Minister's Development Package (phase 2nd) subject to its prioritization and approval of Ministry, she informed.
"The department also proposes to develop tourist infrastructure facilities at Ghoda Gali in Gool under PMDP-II subject to the approval of MOT, GOI," Minister informed further.
25 Veterinary Centres functional in Surankot: Kohli
Minister for Animal, Sheep Husbandry and Fisheries, Abdul Ghani Kohli today informed the house that the Department runs 25 veterinary centers in Surankot area of Poonch for providing health cover and breeding coverage to livestock and poultry.
Replying to a question by Choudhary Mohammad Akram, the Minister said that the breeding programme of the department is mainly focused on the upgradation of bovine population through Frozen Semen technology by fixing annual targets of Artificial Insemination. "Besides natural service is used in far flung areas through Pedigree bulls," he added.
Responding to another query, he said the breeding of high quality pet animals does not figure in the primary objectives of the department.
However, he said the pet animals are also provided healthcare in the centers run by the department," he said.
Mr Kohli also said that Surankote will be considered if new opening of veterinary hospitals are initiated in the state.
Widening of Habbakadal Chowk, removal of bottlenecks at Syed Mansoor Shahab (RA) Chowk underway: Veeri
Minister for Public Works and Parliamentary Affairs Abdul Rehman Veeri today informed the house that the process for widening of Habbakadal Chowk and removal of bottlenecks at Syed Mansoor Shahab (RA) has been taken up.
Replying to a question by Shamima Firdous, the Minister said that Rs 30 lakh has been advanced to the Collector for widening of Habbakadal Chowk and Rs 25 lakh for removal of bottlenecks at Syed Mansoor Shahib (RA).
"For widening of Habbakadal Chowk, an amount of Rs 30 lakh stands advanced to the Collector for settlement of 4 structures. The case for one structure is sub-judice and proceedings with respect to remaining 3 structures are in progress,” he said.
The Minister also informed the house that for removal of bottlenecks at Syed Mansoor Shahib (RA) Chowk, an amount of Rs 25 lakhs stands advanced to the Collector. Out of 4 structures involved, dismantling of one structure is presently under progress and case of another structure is sub-judice.
"For remaining two structures, acquisition process has been initiated and indent placed with the Collector," he added.
PMKSY under implementation: Hanjura
Minister for Agriculture, Ghulam Nabi Lone Hanjura today said that Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) and its various components including Per Drop More Crop (PDMC), Accelerated Irrigation Benefit Programme (AIBP), Har Khet Ko Pani (HKKP) and Watershed Development are being systematically implemented in the State. For the same, SLSC has approved the Action Plan of Rs 1760 lakh and 150 crore for the year 2016-17 under PDMC and Watershed Development respectively.
"No ceiling has been communicated so far by the Government of India for two component AIBP and HKKP for the current year under PMKSY", the Minister said.
The Minister said against the approved allocation of Rs 1760, first installment of Rs 702 lakh has been released to the executing agencies for PDMC component.
He further said an amount of Rs.600 lakh (Rs 540 lakh as Central Share and Rs 60 lakh) as State share has been released to the District Agencies for implementation of Sub-components of other interventions, which is one of the components of PDMC and the funds approved for Watershed" under PMKSY are awaited.
Replying to a question of Mian Altaf in the House regarding details of action taken up under PMKSY in Kangan constituency, the Minister said
Rs 293.02 crore District Irrigation Plan 2016-21 has been prepared for Ganderbal district (including Kangan constituency).
Detailing the various components, he said Rs 41.21 crore have been allocated for AIBP, Rs 201.96 crore for HKKP, Rs 12.57 crore for PDMC, Rs 2.79 crore for Watershed and Rs 34.49 crore for convergence with MGNREGA.
He further said that during the current financial year, an amount of Rs 27.95 lakh has been released under PDMC component for Ganderbal district out of which Rs 15 lakh are for Kangan constituency.
Besides, an amount of Rs 35.05 lakh (State share) stands utilized ending December-2016 for the ongoing CAD & WM Project Ganderbal, which includes Rs 6.30 lakh in Kangan constituency under the component HKKP, he added.
