Question Hour in LC JK to generate 54 MW Solar Energy by 2018: Sajad Lone
33574 Solar Home Lights, 1800 Solar Street Lights distributed during past 3 yrs
Jammu, January 20, (Scoop News)-Minister for Science and Technology Sajad Gani Lone today informed the Legislative Council that under Grid Connected Rooftop Solar energy, a target of 54 MW has been set to be achieved in the state by the end of next financial year.
Replying to a question by Naresh Kumar Gupta in the upper house, the Minister further said for the next four years, the target has been set at 450 MW. However, he said no project for solar energy has been processed under PPP mode so far.
The Minister further stated that Jammu and Kashmir Energy Development Agency (JAKEDA) has distributed 33574 Solar Home Lighting Systems (SHLS) and 1800 Solar Street Lighting Systems (SLLs) in the state in past three years against the target of 44483 SHLs and 2408 SSLs. He said the distribution of balance SHLs and SSLs is in progress.
He said the procedure for distribution of SHLs is to cover all the households of un-electrified villages/hamlets which have been cleared by Rural Electrification Corporation (REC) for providing basic lighting system under RVE Programme.
He said, the department has distributed 224 SSLs and 1573 SHLs in Bhaderwah - Bhallessa constituency against a total target of 274 SSLs and 2132 SHLs fixed for district Doda He said in addition to solar devices, JAKEDA has also installed 121 Solar Power Plants in all Community Information Centers (CICs) of the state, including in Doda district. He also said 69 Solar Power Plants have been installed in district/sub-district/Community Health Centers of the state.
The Minister informed that JAKEDA would formulate a DPR for installation of Solar Power Plant in University Campus Bhaderwah provided the university gives consent to pay balance share of 30 percent of the total cost of the project as the union Ministry of Natural and Renewable Energy (MNRE) will provide only financial assistance to the tune of 70 percent of the total cost.
Legislators Bashir Ahmad Veeri and Sajjad Ahmad Kichloo raised supplementary questions to the main question.
State Skill Development Mission constituted in JK: Imran Ansari
‘1050 skilled youth got jobs in 2 Mega Job Melas organized in Srinagar and Jammu’
Minister Technical Education and Youth Services and Sports Moulvi Imran Raza Ansari informed the house that government has constituted State Skill Development Mission headed by the Chief Minister and modalities for registering the Skill Development Societies are being worked out.
Replying to a question by Rani Gargi Blowria in the upper house, the minister said no funds have been allocated to the state during the previous two years under National Skill Development Mission (NSDM), however, separately the department has trained 100 youth in different trades and 510 youth are under training in various ITIs in convergence with other departments/organizations which are not covered under Pradhan Mantri Kaushal Vikas Yojna (PMKVY).
The Minister said all the activities of the National Skill Development Corporation (NSDC) are being monitored by MSDE, GoI. He said Action Plan for skilling 47302 youth upto 2020 in the state is being formulated in consultation with MSDE.
The Minister further stated that apart from Centrally Sponsored Schemes, skill-development trainings in different trades are being imparted to the youth through ITIs. He said government would also explore the possibility of providing training to the youth through private ITIs.
The Minister said to provide jobs to the skilled youth, two Job Melas were conducted in Srinagar and Jammu in which 1050 skilled youth were provided jobs. He said government is also tying up with various national and international companies for providing employment to the skilled youth of the state.
Legislators Ashok Khajuria, Saif-ud-Din Bhat and GN Monga raised supplementary questions.
Transfer of teachers being made strictly as per Govt policy: Naeem Akhtar
'Govt to take a view on transfer of ReTs without compromising basic purpose of the scheme'
Minister for Education Naeem Akhtar today informed the Upper House that the transfer of teachers is made strictly as per norms set under transfer policy of the department.
Replying to a question by Vibod Gupta, the Minister said that in Kashmir zone the transfer of teachers is made during winter vacations and in Jammu the same takes place during summer vacations to avoid disruption during mid-session.
The Education Minister said the government has initiated series of reforms to bring transparency in the working of education department. "The department has created a data-base wherein all information regarding, transfers, school buildings, roll of students and number of teachers posted in each school is available," he said adding the data bank is bound to go a long way in bringing transparency in transfers and postings.
The Minister said that irregularities in transfers of the teachers and other staff, if any, would be looked into.
He said the basic purpose for the engagement of Rehbar-e-Taleem (ReTs) under SSA is to teach a particular locality having low literacy rate and the transfer of such teachers will fail the very basic purpose of the scheme and no such transfer policy is yet in place. He, however, said the government would take a view on the transfer of ReTs after their regularization in such a way that the spirit of the policy does not get affected.
In reply to main question, the Minister said 33 Principals and equivalents, 61 Headmasters and 117 Lecturers besides 453 teachers and 24 newly promoted masters were transferred during last one year in Rajouri district. He said 24 new masters have been adjusted so far and adjustment of remaining promotees is under examination of the department.
Legislators Qaiser Jamshid Lone and Sham Lal Bhagat raised supplementary questions.
