Scheme workers observed a day long protest demonstration at press Club Jammu


Jammu, January 20, (Scoop News)-All scheme workers ASHA, Anganwari & Mid-Day-Meal and contingency Workers observed a day long protest demonstration at press club Jammu in support of their genuine and long pending demands. A large number of ASHAs, Anganwari, Mid-Day-Meal workers from different districts of Jammu Region participated in this protest. All workers holding red flags and placards in their hands raising slogans demanding implementation of recommendation of 45th India Labour Conference, recognition as workers, Rs. 18000/-minimum wages, all Social Security benefits like pension, EPF, ESI, stop privatisation and for respectful and better conditions of work. The rally started from press club Jammu and after passing through the various Chowks and culminated at Indira Chowk Jammu.

While addressing the rally M.Y. Tarigami, President state committee of CITU said that the recommendation of 45th Indian Labour Conference to regualrise all scheme workers, to pay them minimum wages and to provide them all social security benefits and pension, have not been implemented by the government and also the 46th ILC again emphasized the need to implement these, but this has not been done. He said that on the other hand, the common response they receive from the authorities when we ask for implementation of the above and for improvement in their working conditions, is that the NHM will be discontinued in 2017.It is also fact that the allocation in the central budget for the health sector has been decreasing for the past two years, and in only 1% of the GDP whereas it should be increased to 5% of GDP as recommended by the WHO. Tarigami said that ICDS Scheme is the only to address the serious issues of Child and Maternal Mortality and Child Malnutrition He added that now, when India ranks 97 out of 118 in world huger index, it is utmost important that we strengthen the ICDS with proper financial allocation, the ICDS could arrest the malnutrition in the country to a great extent mainly due to the services of 27 lakh Anganwadi workers and helpers who are grass root level functionaries delivering the services to nearly 10 crore children and 2 crore pregnant and lactating mothers, in spite of the 45th Indian Labour conference recommendations, they are getting remuneration far less than the minimum wages, they have no social security or pension.

Sham Parsad Kesar, Sr. leader of CITU said that ASHA play a crucial role enabling the poor population to access the public health services as well as imparting health education and primary health care to the rural and urban poor, their work has significant decrease in IMR and MMR and increase in institutional deliveries, as well as prompt identification of infectious diseases and steps to deal with them but their work which is conducted in arduous and often unsafe condition, at all times of the day and night is not recognised or compensated adequately and in the past two years their workload has increased considerably while the payment of meagre incentives they receive is being delayed, in some cases for up to 6 months. He urged upon the government that NHM should be made a permanent healh programme of the government, a minimum wages of Rs.18000/- per month, appropriate training and promoted as ANM strictly on seniority basis, social security benefits like pension, gratuity, maternity benefits, AAM ADAMI BIMA YOJNA etc. no harassment of ASHA at workplace, rest room for ASHA at every health centre, ASHA should he given uniform, ID cards, bus passes and all facilities applicable to BPL card holders, termination of services of the ASHA should be stopped and facilitators/coordinators should be recruited only from the existing ASHA.

While addressing the gathering Com. Om Parkash, General Secretary of J&K State CITU said that the CITU said that there are more than 25 lakh Mid-Day-Meal workers who are working as cooks to provide food to 12 crore children in government and government aided school in our country but they have been paid a meager wages of Rs. 1000/- he demanded that to implement the recommendations of the 45th Indian Labour Conference , recognition as workers, Minimum Wages not less than Rs.18000 per month, provide all Social Security Benefits including Pension, No retrenchment of Mid Day Meal Workers and Adequate Financial allocation to social sector schemes in the Budget 2017-18. He also urged upon the government to consider the water carrying women as workers and they should be paid minimum wage of Rs. 18000/-

Other who spoke on this occasion were Om Parkash Khajuria, Rani Devi, Sunita Bhagat and Kanta Devi President and General Secretary of Asha Workers’ Union in their addresses urged upon the government to acceded to all their genuine demands. They also warned the govt. that if their demands are not accepted they will launch a state level struggle in support of their demands.
