Summer 2016 - lesson repeated

Summer is eagerly awaited by the inhabitants in Kashmir : that it should carry on a bit longer is the desire . But not so for the Summer, 2016 . Given its bloodletting behavior , people prayed for its early exit . Mercifully, it is on the way out . With it , we hope to see abatement of the cycle of violence, unleashed as aftermath of the death of a local boy who had donned a terrorist’s attire . The season may be forgettable , but not the lesson it has thrown up. In recent times it has been a repeat story which , initially , was told in 2008 and retold in 2010. Bloody drama of 2016 is the 3rd sequel . Unless situation changes on the ground , we are going to have more of them . let us keep fingers crossed ?


The summer turmoil may look as an after effect of the local police action against a terrorist , but the truth is that the fire has been stoked by the proxies whose wire pullers are stationed across the LOC . As if burning the Valley was not enough ,they sponsored a deadly terrorist attack in Uri . Quite naturally , the dastardly act caused a wide spread out rage across the Indian mainland . Stern retaliatory action by the GOI was demanded. Frenzied cries calling for a revenge reverberated and pressure points were looked for to make Pakistan pay for its sins . Some called for the military action ; some suggested suspension of trade and others demand revocation of Indus Water Treaty , arguing that water and blood cannot flow together .


Well, civilized nations like India do not act on impulse or believe in revenge taking . Nonetheless they don’t allow things go past , without a response . India has indeed taken a serious notice of the dastardly act . It has put in practice a policy of naming and shaming Pakistan and isolating it in the neighborhood . Success achieved in this regard is palpable.


After 26 years of brutal cross border militancy and terror Indian diplomacy is giving dividends . How Pakistan is viewed by the US officials , Congressmen and opinion makers is very well reflected by Jay Panda – the BJD MP –in his write up that appeared in a national daily, a few days ago . Recently , he was in America . He writes “ Many American politicians , law makers now unhesitatingly call Pakistan a duplicitous rogue state that uses terrorism as a tool of its foreign policy . Several law makers have gone beyond words and taken steps to rein in Pakistan such as stalling US defense assistance .. ..” India has scored another diplomatic success when it , in association with Bangladesh , Afghanistan and Bhutan , was able to isolate Pakistan and put a serious cloud on the SAARC Conference scheduled to be held there .

India may have cornered Pakistan but it remains a thorn in the flesh with a tremendous potential for a bloody mischief . Effective national strategy makes Kashmir the best place where Pakistan can be worsted . A durable peace in Kashmir is an assured defeat of Pakistan . People are angry . PM Narrandra Modi must relate with them and make India friendly to a good section of the populace . Two years rule of PM Narrandra Modi has disappointed many in Kashmir, for his inadequate attention to the flood devastation . But still he has time to win over the youth of the Valley by extending full support to the local government and help it in honest implementation of the developmental schemes . Local government has a role to play . It has to be very judicious in apprehending the people , if it has to win their hearts . While picking up the agitators and the stone pelters , distinction has to be made in favor of a genuine Human Rights activist .


Then , there are vexing political issues to contend with . They must be addressed in right earnestness , before the fault lines get activated and we are thrown in other bloody circle . Meaningful engagement with the people is all the more required if they are to be weaned away from the love of an armed militant .Militancy may have been the bloodiest in 1990 but the general public seldom came in the open to thwart the security forces and shield a militant . This is a the latest phenomenon seen in the Valley . Not scared of the presence of armed security forces , people come out to give a human cover to an armed militant and allow him to escape . This is an alarming trend that needs to be taken care of .


There is a clamor that the Central governments should initiate ‘meaning full ‘ talks with all the ‘ stake holders , including the separatist. This demand has become forceful after All Parry Delegation visited J&K to assess the situation , having developed in the wake of summer turmoil. Well , no fault could be found with this argument . Dialogue with the people in the state is highly desirable . But many factors require to be taken into the consideration before starting a dialogue and picking up the persons for the interlocution . It can’t be the way Sita Ram Yachuri and D Raja liked to have it . To yield better results , it should not mean a policy of surrender . Certainly, the intended interaction with all the , stake holders ‘ should not be what the noted Pakistani author and eminent Editor Khaled Ahmad describes as “ white –flag talks “ . In his well-received book Sleep Walking to Surrender - Dealing with terrorism in Pakistan he talks of a situation where government of Pakistan was advised by the ALL Parties Conference in 2014 , to initiate talks with the Taliban without assessing their strength – weakness . He deprecated the inappropriateness of the suggestion to talk to Taliban when they were winning and in no mood to relent . In a situation , he writes , to have talks with a person who sees himself in a winning situation would be a total capitulation .

Indian is too big to surrender . But at times situation demands to be accommodative to the other view point , provided it doesn’t travel beyond the Constitutional ambit.
