CEC for rationalize and re-organize teaching staff in Leh

Leh,July 20 (Scoop News)-The second day of GCM commenced with intense discussion on education sector where serious issues on detachment, transfer, enrolment, results and ratio of local and non-local students in government schools, shortage of bhoti and other subject teachers, status of department website to ensure transparency in transfers, blockwise analysis of board results and proper functioning of Dy CEO office at Kharu block were raised.

On the unanimous concurrence of house CEC gave decision to rationalise and re-organise teaching staff on need basis and to fix transfer tenure for ReTs. He directed DC and CEO to complete the detachment process and said that soon a follow up meeting will be convened to ensure implementation of decisions taken at council level. He also informed about recruitment of around 25 teachers on contractual basis recently and the matter of filling sanctioned posts of bothi teacher taken up with state government. Minister Cooperatives and Ladakh Affairs Chering Dorjey suggested to study comparison between enrolment ratio in private and government schools of past few years to keep a check on rural migration and stressed on the need to improve the standards of government schools.

While discussing PDD issues related to unelectrified villages, providing DG sets in Changthang and Nubra areas, realignment and replacement of electric poles, installation of meters and to check on serious notes of the electric lines running close to houses and fields everywhere. CEC directed PDD look into the issues discussed and to expedite the work of transmission lines under Deen Dayal Upadaya Scheme. Mr. Dorjey Lakrook informed the house that a project to electrify entire Ladakh has been sanctioned with DPR, cost estimation and tendering process completed and a separate amount of Rs.15 crore with a new receiving station to upgrade power supply in Leh town has been assured by state government. He, however, added that the problem is with non filling of tender by any outsider as locals do stand eligible and emphasized on the need to change the guidelines of GOI to fit Ladakh region as a measure to get this project started. He also informed about a 25 MW project for Nubra valley in Shayok based on Dha-Hanu model which he said is at tendering stage.

CEC instructed DFO, Leh to submit report about encroachment on forest land, especially in Badami bagh and Sabu-Ayu bagh on complain of councillors. He also directed the department to ensure maintenance and regular watering of plantations done under them wherever it is. He urged the councillors to initiate projects on command area and to work on the suggestion of developing specific areas under command area phase wise. Dr. Dawa directed AD CA&PD to ensure destruction of rotten rations at the earliest and to involve councillors in the committee formed to supervise this task. He also instructed them to display list of BPLs and other ration holders with rate lists outside every ration store. The house also decided on recruiting JEs on contractual basis in Rural Development department to effectively carry out their projects on time. CEC gave strict instructions to DC and all the HODs to implement the decisions taken in council and said that from August onwards action will be taken against the violator.

Likewise, annual capex budget 2016-17 of the remaining departments were discussed at length and PWD sector took the maximum time. Directions were given to speed up the ongoing works on Leh beautification project and to complete the lying of water pipes and hand over it to R&B to complete the road works at the earliest. Mr. Dorjey Lakrook too expressed disappointment over the delayed approach of the department on this project and stressed to expedite the works. To conclude the two days General council meeting CEC announced the approved capex Budget for 2016-17 as Rs 11334.80 lacs.
