Question Hour LA: Power tariff of 1327 migrant consumers of Chhamb constituency waived off: Dy CM

Srinagar, June 29 (Scoop News)- Deputy Chief Minister, Dr. Nirmal Singh today informed the House that power arrears of 1327 electricity consumers of Chhamb constituency migrants amounting to Rs. 1.62 crore were waived off by Government.
Replying to a question by Krishan Lal, the Deputy Chief Minister said that in about 80 cases the amount has been shown in records as “to be waived off.” He said in this regard an inquiry has been ordered in the matter to look into the facts and circumstances of the case, where in arrears were waived off in case of some of the migrants and not in others. He said the inquiry report would be submitted by the Committee within 15 days.
The Deputy Chief Minister said that Rs. one crore per district, per annum has been released during last two fiscals for improvement of HT/LT network. He said the said Rs. 1 crore per district is being released during current fiscal for improvement of HT/LT network.
The Deputy Chief Minister said that the Department has submitted district wise DDUGJJY scheme for 21 districts which includes Chhamb constituency as well totaling to Rs. 1249.68 crore for J&K to monitoring committee Government of India, after the same were cleared and recommended by State Level Standing Committee (SLSC).
The Deputy Chief Minister said that Centre has sanctioned a total of Rs. 619.61 crore for the state including PMA charges of Rs. 3.08 crore. He said, however, as a special case, in principle approval has also been conveyed to the balance amount subject to the availability of funds.
The Deputy Chief Minister said that DDUGJJY scheme for district Jammu has been sanctioned for Rs. 32.57 crore (including Chhamb constituency). He said under IPDS Rs. 52.23 crore has been proposed for Jammu which also includes Jurian and Khour areas.
The Deputy Chief Minister said that Rs. 444.50 crore have been sanctioned under IPDS for strengthening of sub transmission and distribution networks in urban areas in the state. He said 86 towns under 12 circles includes Chhamb constituency as well have been identified in the state to be taken up under IPDS programme.







Selection of 207 Class-IV posts sub-judice: Basharat Bukhari
Minister for Revenue, Relief and Rehabilitation, Syed Basharat Bukhari today informed the House that 207 Class-IV posts were advertised by District Development Commissioner Baramulla in 2006 and interviews of 4667 candidates out of 9295 shortlists candidates were held.
Replying to a question by Javid Hassan Baig, the Minister said that, the General Administration Department (GAD) desired that the selection process be carried out a fresh in a time bound manner, only for the candidates who applied in pursuance of the 2006 advertisement.
The Minister said that in this regard the interview process was once again initiated, but the same was challenged in the Court. He said the Court quashed the said shortlist. He said the said judgment has been challenged by the GAD before the Division Bench of the Court and the matter is still sub-judice.
Mohammad Akbar Lone raised the supplementary to the main question and demanded early settlement of the issue as this also involves candidates of Bandipora district.




Tulibal garbage dumping site sub-judice: Asiea
DC directs officers to ensure dumping at Adipora till its permanent solution
Minister of State for Housing and Urban Development Department, Ms. Asiea Naqash today informed the House that earlier the land at Tulibal measuring 90 kanals was identified and developed with approach road and fenced by stone masonry/angel iron with barbed wiring and was used for garbage dumping upto 2005.
Replying to a question by Hajji Abdul Rashid, the Minister said that the land case became sub-judice after Secretary Kissan Behbood Committee, Saif-ud-din Lone filed petition before High Court restraining the Committee from its utilization as dumping site.
Ms Naqash said that during 2014 work on the site was about to be re-started, but hurdles were created by some locals and employees of Irrigation and Flood Control Department also objected and the department could not proceed further in the matter.
The Minister said that the matter for settlement of land for dumping site stands discussed with MLA and District Administration. She said in the mean time the Deputy Commissioner Baramulla has directed SSP and SDM Sopore to ensure the dumping of garbage at Adipora Sopore till its permanent solution is worked out.




Rs 2.24 cr relief paid to flood-hit families of Noorabad constituency: Basharat Bukhari
Minister for Revenue, Relief and Rehabilitation, Syed Basharat Bukhari today informed the House that 5047 structures were damaged due to the floods of September 2014 in Kulgam district including 435 structures in Noorabad constituency.
Replying to a question by Abdul Majid Paddar, the Minister said that Rs. 2.24 crore stand disbursed as relief/financial assistance to 435 flood affected families in Noorabad constituency. He said the beneficiary wise list and assistance provided to them is available on official website of Deputy Commissioner, Kulgam.
The Minister said that Rs. 2.04 crore were released for temporary restoration works of Vishu Nallah, Sanam Nallah, Trout Nallah, Khandey Nallah and other Nallahas in Kulgam district against the total work done of Rs. 17.03 crore during 2014-15. He said under permanent restoration Rs. 3.87 crore were expended on different flood damaged works in district Kulgam. He said government has released Rs. 100 crore for clearing the liabilities of flood damaged works adding that the outstanding liability of Rs. 17.03 crore of Nooraabad constituency would be also cleared.






Govt proposes to extent jurisdiction of MC Shopian: Asiea
Minister of State for Housing and Urban Development Department, Ms. Asiea Naqash today informed the House that government has issued a notification, declaring to its intention to extent the jurisdiction of Municipal Committee Shopian.
Replying to a question by Advocate Mohammad Yousuf Bhat, the Minister said that villages Meemander, Gagren, Largam, Habdipora, Kanipora, Chowgam, Ahhama and Pinjoora are proposed to be included in the expansion of Municipal Committee Shopian.




73rd Amendment Act not applicable to J&K State: Abdul Haq
Minister for Rural Development and Panchayati Raj, Abdul Haq today informed the House that 73rd Amendment Act is not applicable to the Jammu and Kashmir State in view of the Special Constitutional Position enjoyed by the State.
Replying to a question by Neelam Kumar Lengeh, the Minister said that however, the Jammu and Kashmir Panchayati Raj (Amendment) Act, 2014 has been enacted to bring in broader features of the 73rd Amendment.





Power infrastructure in Eidgah improved, upgraded: Dy CM
Rs. 669.36 cr HT/LT system upgradation under execution in Sgr
Deputy Chief Minister, Dr. Nirmal Singh today informed the House that Receiving Station at Bhagwan Pora in Eidgah constituency would be constructed under R-APDRP adding that for the purpose the land acquisition is under process. He said the feasibility for construction of Receiving Station at Noorabad is yet to be established.
Replying to a question by Mubark Gul, the Deputy Chief Minister said that in Eidgah constituency the department has improved HT/LT network by way of installing of 65 poles and 7.82 kms of conductor under the HT/LT scheme at a cost of Rs. 21.58 lakh in a phased manner during last three fiscals.
The Deputy Chief Minister said that besides this, HT and LT system shall be upgraded under R-APDRP which is under execution in Srinagar city at a cost of Rs. 669.36 crore.
The Deputy Chief Minister said that technical feasibility is being determined for augmentation on the basis of registered road in the areas. He said, however, the department has also taken up the job of framing HVDS system under RAPDRP-B in which transformer capacity would be augmented. He said the job stands allotted to M/S EMC for installation of HVDS system and insulating the system fully so that the AT & C losses are brought down to 15% under RAPDRP-B. He said most of detoriated poles and conductors would be replaced.
The Deputy Chief Minister said that in past three years a number of augmentation / creations have been done in Eidgah constituency which includes creation of 250KVA/Stn at Gulzarbal, augmentation of 250KVA to 400KVA at Wangipora Grid, augmentation of 250 KVA to 400 KVA at Ration Ghat Wanganpora, creation of 100 KVA/Stn at Noush Colony Tengpora, Bakshipora, creation of 250 KVA S/stn at Sangam, creation of 63 KVA S/stn at Kousar Colony Palpora, creation of 100 KVA S/stn at Sheikhpora Palpora, augmentation of 250KVA to 300 KVA at Shunglipora, augmentation of 100 KVA to 250 KVA at Kreshbal, augmentation of 400 KVA to 630 KVA at Firdous Colony and augmentation of 63 KVA to 100 KVA at Sangam.





Wakaf Board has 14383 kanals of notified land: Andrabi
Minister of State for Haj & Auqaf Syed Farooq Ahmad Andrabi on Wednesday informed the House that the total land notified under State Wakaf Board is 14383 kanals.
Replying to a question by Mr Javed Ahamd Rana, the Minister said that out of 14383 kanals of wakaf land, 6840 kanals come under Baba Payam-ud-Din Sahib (RA) Shrine at Baba Reshi, Tangmarg. The Minister said that out of total Wakaf land measuring 2677 kanals is utilized for orchards, Agriculture purpose and the land measuring 4866 kanals are under Eidgah Shrines, Graveyards, buildings, Schools, shops etc. The Minister said that the Department was colleting the location wise details over the Wakaf property.
The Minister said that the Evacuee Property Department has allotted 3 shops, one hall and 2 sets (brick cottages) in Jammu during the last year, while as 14 shops, 6 rooms and 2 sets have been allotted, rented out by the department in Kashmir division during the period.
The Minister said that the Property has been allotted and rented out in pursuance of section 9, Rule 13 and 13-C under the Jammu and Kashmir State Evacuee (Administration Property) Act Rules. He said that Rs 9.231 crore as premium and Rs. 57000 as annual rent has been fixed in respect of said evacuee property situated in Jammu division and an amount of Rs 9.181 crore as premium and Rs 33, 600 as rent have been realized by the Department.
The Minister further said that the allotment of Wakaf property is approved by the State Wakaf Council as prescribed in the J&K Wakafs Act 2001. He said the rentals fixed and realized during last two years is Rs 4, 13, 20, 860 crore.



Consumers to get additional quota of ration under MMSFES from July: Zulfkar
Minister for Consumer Affairs & Public Distribution, Chowdhary Zulfkar Ali today informed the House that State Government will provide additional five kilograms (kgs) of rice per soul under Mufti Mohammad Sayeed Food Entitlement Scheme (MMSFES) from July 2016.
Replying to the question by Muhammad Abbas Wani, the Minister said that additional quantity of food grains would be in addition to the regular entitlement a consumer is getting under National Food Security Act (NFSA).
Giving the break up about the distribution system, the Minister said that bonafide rationee would get five kgs under NFSA scheme and five kgs under MMSFES totaling to ten Kgs. Likewise, the family of two souls would get 10 kgs under NFSA and 10 kgs under MMSFES. He added the family of three would be provided 30 kgs where 15 kgs would be given under NFSA and 15 under MMSFES.
Giving the details about the prices for food distributed under MMSFES, the Minister said that under MMSFES one kg of rice would be sold at Rs 15, while Atta is priced at Rs 13 per kg and wheat at Rs 12 per kg respectively.




Govt upgrading power infrastructure in Pahalgam: Dy CM
Deputy Chief Minister, Dr Nirmal Singh today informed the House that Government is upgrading the power infrastructure in south Kashmir’s Pahalgam area under various schemes.
Replying to the question by, Mr Muhammad Altaf Wani, the Deputy Chief Minister said that an amount of Rs 14.3 lakhs have been utilized for the improvement of HT/LT network in Pahalgam constituency. He further said that during 2015-16 Rs 34.36 lakhs have been utilized under Member of Parliament Local Area Development Division (Scheme) (MPLAD) utilized for the improvement of Power Distribution System in the area.
He said the Department is improving and strengthening the existing network from time to time under various programmes.
“An amount of Rs 1 crore per district, annually was released during last three fiscals for improvement of HT/LT lines in the Kashmir valley,’ Dr Singh said.
The Deputy Chief Minister said that on the recommendations of the concerned MLA, the administrative approval and release of the funds for the creation of new sub-station are done by the Deputy Commissioner concerned. He said that technical sanction for the creation of sub-station is made by the EM&RE wings of the Department on the basis of feasibility.
