Can Pakistan ‘Cooperate’ with India?

South Block was said to be fuming with anger over an ISI-planted report in a Pakistani newspaper that the Joint Investigation Team (JIT), which was given access to the Pathankot airbase of the Indian Air Force and a three-day stay in the country found no evidence of the involvement of its nationals or agencies in the terrorist attack on the airbase. But the visiting Sherlock Holmes, who included ISI personnel managed to gather evidence that the terror attack on the IAF base in January this year was staged by India to malign that terror-loving, failed state, the so-called land of the pure!

Indians who are naïve enough to believe that Islamabad –Rawalpindi combine is ‘sincere’ in cooperating with New Delhi in tackling terror directed at it from Pakistani soil should wake up to the reality. As long as Pakistan sees itself as the anti-thesis of India it simply will not and cannot cooperate with Delhi.

After the farce that has followed the JIT visit to India, another one is round the corner. If it takes shape it will be in the shape of a Pakistan visit by an Indian team to find Pathankot attacks traces inside Pakistan. Rawalpindi may allow the visit to save its face or score some brownie points, but the Indian team will simply not be able to achieve its aim. It is most unlikely that an Indian team of NIA officers—or from any other force—will be taken to safe haven of the Jaish-e-Mohammed chief Maulana Masood Azhar or the native places of the Pakistani terrorists killed at the Pathankot base.

There is no chance that Pakistan will allow anything that helps India further strengthen its case against the Pakistanis involved in the Pathankot attack. How do you expect them to give the voice sample of Masood Azhar, a valuable Pakistani ‘asset’, when they have refused similar help (‘cooperation’) in the case of Hafeez Sayeed, the mastermind of the Mumbai attacks in 2008?

If the mandarins in the External Affairs Ministry are fuming they must first get ready to live with missed signals and invisible signals from across the border. Blame game at the bureaucratic level or political level or even at the level of intelligence satraps doesn’t offer much solace since the political executive in Islamabad has transferred its turf space to the Rawalpindi-based GHQ Shura, known as the Pakistani ‘establishment’, the all-powerful military in particular.

Anyone who cares to follow the Pakistani media and what its leaders and even ordinary people who write letters to newspapers say about India would see that Pakistan remains overwhelmingly anti-India.

The JIT team that visited India is reported to have spoken of ‘vicious’ propaganda India has launched against Pakistan. Such comments come naturally to Pakistanis because this is what they have been doing against India right from August 1947. The Pakistani capacity to lie, distort and deny is almost envious. Even when the whole world views Pakistan as the ‘father’ of modern religion-tinged terrorism, Pakistanis want the world to see them as ‘victims’ not perpetrators of global terror.

Their anti-India stand is often based on illusions and concocted stories. Describing the Pathankot terror attack as India’s own doing is a good example of it. The Pakistanis imagine that they have ‘exposed’ India’s hand behind all terror attacks inside their country after the arrest of a former Indian Navy officer whose doctored video of ‘confession’ they have aired with much glee.

Indians should remember that soon after the attack on a school in Peshawar, the Pakistanis were blaming India for it even when one of their home-bred terror groups had taken the responsibility. It makes sense only to Pakistanis to say that a ‘RAW agent’ can be so powerful that he can create mayhem in most parts of Pakistan when the outside world has seen that it is Pakistan-based terror groups, well patronised by its army, that have been exporting terror to India, Afghanistan and many other parts of the world.

Pakistanis have to know, if they don’t already, that in today’s world the Pakistani is not liked anywhere. The Pakistani passport is the ‘worst’ to carry around. It has to be noted that though the 9/11 terror attack in New York was executed by Arab nationals, the mastermind was a Pakistani. Mention 9/11 anywhere in the US and you are likely to hear a torrent of abuse against the Pakistanis even today. India does not have to indulge in any ‘vicious’ propaganda against Pakistan when they are themselves doing such a fine job of it!

President Obama may have reinvented the hyphen to delineate the US relations with India and Pakistan. But the sly manner in which the US continues to bolster Pakistani military with the supply of jets, helicopters and other goodies does the White House no credit. It is upto Washington to pick and choose its friends. One thing is clear though. You cannot ride two horses simultaneously. Like swearing by friendship with India while walking the extra mile to befriend a country that swears by ‘eternal’ enmity with India and keeps saying that it’s military and nuclear weapons are India-centric.
