Question Hour in LC : No middle, high school upgraded under RMSA this year: Naeem
Srinagar, October 8,(Scoop News)- Minister for Education, Naeem Akhtar while replying to a question by Javid Ahmad Mirchal in the Legislative Council today said that Union Ministry of Human Resource Development (MHRD) has not approved upgradation of any middle/high school under RMSA during the current financial year.
The Minister further said that as per RMSA norms Government High School Nowagabra in Karnah constituency does not qualify for upgradation to high secondary status.





Corruption cases registered against 184 govt employees during past 2 yrs: Veeri

Minister for Horticulture, Abdul Rehman Veeri, replying to a question by Firdous Ahmed Tak on behalf of Chief Minister said that the Vigilance Organization has registered 184 cases regarding corruption and disproportionate assets against various government employees from 01-01-2013 to 24-09-2015.
The Minister also informed the House that 95 cases have been registered in the Crime Branch against the government employees under Prevention of Corruption (PC) Act during the past 10 years.
The Minister also informed the House about the present status of the said cases and present place of posting of such government employees who are facing investigation/trial in such cases.

9 villages being developed under SAGY: Abdul Haq
Minister for Rural Development and Panchayati Raj, Abdul Haq said that nine villages have been identified in the State by the concerned Members of Parliament to be developed as model villages under Sansad Adarsh Gram Yojana (SAGY). The Minister added that the department is taking all required steps to implement the said scheme.
This was stated by the Minister while replying to a question by Mohammad Kursheed Alam in the Legislative Council today.
The Minister said activities including interaction with Gram, Mahila and Bal Sabha, interaction with occupational groups and local organizations including youth clubs, organization of cultural and sports events, painting and literary competitions etc have been undertaken in the identified villages.
The Minister said different activities under environment conservation have also been taken up in these villages and at the State level a workshop-cum- orientation programme was also conducted earlier this year for MPs, Deputy Commissioners and Panchayati representatives. He said monthly review meetings and fortnightly video conferences are also being held by Union Ministry of Rural Development regarding progress under various activities in these villages.
He further stated that there is an Advisory from Prime Minister that every MLA/MLC has to identify one village in their respective constituency which will be later developed on the lines of SAGY.

61000 CLs, NBWs engaged after April 1994: Drabu
Minister for Finance, Dr Haseeb Drabu said that as per information received from departments around 61000 Casual Laborers and Need Based Workers were found engaged by departments after April 1994. He further added that 96 DRWs/CLs/NB workers and contractuals have been engaged by the Finance department in last five years.
This was stated by the Minister while replying to a clubbed question by Ali Mohammad Dar, Sham Lal Bhagat, Master Noor Hussain, Ashok Khajuira and Vibodh Gupta in the Legislative Council today. The Minister said that Finance department releases wages within the approved budget at regular intervals. However, in some instances wages may not have been paid due to administrative reasons. He added in case any such instances of non-payment of wages due to non-availability of funds is brought into the notice of government, it is ensured that the funds are released and due wages are released.
The Minister said that 3113 SPOs have been converted as followers/constables in terms of measures/additional measures put in place by the Home Department. The Minister added no policy for regularization of daily wagers has been framed as yet, adding that to address the issue, the government contemplates to constitute high power committee to examine the issue and give recommendations.





No proposal to amend JK Sikh Gurdwaras & Religious Endowment Act: Abdul Haq
Minister for Rural Development and Panchayati Raj, Abdul Haq while replying to a question by S Charanjeet Singh on behalf of Minister for Law, in the Legislative Council today, said that at present there is no proposal before the Government to amend the Jammu and Kashmir Sikh Gurdwaras and Religious Endowment Act, 1973.




No proposal to construct Loiseer- Kaizdaar road: Altaf Bukhari
Minister for R&B, Syed Mohammad Altaf Bukhari while replying to a question by Sofi Yousuf in the Legislative Council today said that presently there is no proposal under consideration of the Government for construction of the road from Loiseer to Kaizdaar.






Issuance of PRC brought under PSG Act: Altaf Bukhari
Minister for R&B, Syed Mohammad Altaf Bukhari said that the process of issuance of Permanent Resident Certificates (PRC) has been simplified and the service of issuance of PRC has been brought under purview of Public Services Guarantees Act 2011, to ensure time bound issuance of the said certificates to eligible persons.
The Minister stated this while replying to a question by Romesh Arora on behalf of Minister for Revenue in the Legislative Council today. The Minister said that Government had appointed a Commission of Inquiry under JK Commission of Inquiry Act 1962 for enquiring into complaints regarding issuance of PRC to non-eligible persons. He added that the Commission was required to submit its report to the Government in the period of 6 months from the date, the Commission enters upon the reference. He said the term of Commission was later extended.





JK Darbar Move offices to close on Oct 30, reopen on Nov 09 at Jammu
Srinagar, October 8,(Scoop News)- According to a Government Order issued by General Administration Department here, the Government offices observing five days week shall close at Srinagar on October 30, 2015 (Friday) after the office hours and the offices observing six days week shall close at Srinagar on 31 October 2015(Saturday) after the office hours and reopen at Jammu on November 09(Monday), 2015. All the departments shall ensure that records are packed in boxes after working hours on last working day as indicated above.
It has been ordered that the offices moving in camp shall carry only 33% of the strength of staff in that particular office or with 10 officials whichever is minimum.
All Departments have been asked to send their advance parties on 26 October (FN) consisting of one Gazetted Officer and four to five Non- Gazetted Employees who will receive the records at Jammu. The departments shall ensure that boxes are properly locked and their keys reach the advance parties at Jammu well in time. The S. S.P. Security, Civil Secretariat will furnish a list of defaulting departments in this regard to the General Administration Department.
J&K SRTC has been asked to make available sufficient number of buses in good condition for transportation of Jammu based employees on 31st October and 1st November and Kashmir based employees on 7th and 8th November 2015. The booking of buses shall be for the destination of the employees wherever feasible. Tickets shall be issued by SRTC in advance i.e. from October 26th, 2015 both from Civil Secretariat as well as from the main booking counters of SRTC.
J&K SRTC will also make available trucks for shifting the records from Srinagar to Jammu. The trucks shall be requisitioned by the departments from J&K SRTC and the departments shall draw advance for meeting carriage and package charges. The trucks shall be allowed to enter the Secretariat premises after 5.00 P.M on the last working day. Loading of trucks shall commence on the day following the last working day. Loading of records in the offices located outside the Secretariat premises, observing six days week, shall take place after working hours on the last working day. The loaded trucks shall leave for Jammu on November 1st, 2015 in a convoy. J&K SRTC will also ensure that one Crane, two empty Buses and two empty shall Trucks accompany the convoy on the respective days so that the employees do not face inconvenience due to any break down of buses/trucks on the way. Mobile workshop shall also accompany the convoy.
Health Department has been asked to keep available Medical Aid facilities enroute at various places including Qazigund, Banihal, Ramsu, Ramban, Patnitap, Kud, Udhampur and Jajarkotli, on the days when the employees travel from Srinagar to Jammu. Secretary Health and Medical Education will issue necessary instruction in this behalf to the Directorates of Kashmir and Jammu Divisions accordingly.
It has been ordered that the S.S.P Security, Srinagar will supervise packing/ loading of records of the officials located outside the Secretariat from Security point of view and issue clearance certificates to the drivers who in turn will show to S.S.P. Security Civil Secretariat to allow them to be included in the convoy. The S.S.P Security, Civil Secretariat will ensure entrance of trucks/records in the Civil Secretariat, Jammu/Srinagar after proper scrutiny.
It has been ordered that Police shall escort the ‘employees’ and the ‘records convoy’ all along the route up to their respective destinations. They will also make sure that the move convoy is given precedence in crossing the Jawahar Tunnel. Director General of Police, J&K will issue necessary guidelines to the field agencies accordingly.
It has been ordered that no moving employee shall occupy any Government/E.P/Municipal residential accommodation except under proper allotment order. Moreover the move employees can retain the Government accommodation allotted to them at Srinagar for bona-fide use of their families under intimation to the Estates department on applicable terms and conditions.
The moving employees having Ration Cards at Srinagar shall surrender the same to the Director, Consumer Affairs and Public Distribution Department, Srinagar and obtain a surrender certificate. The Director, Consumer Affairs and Public Distribution Department, Jammu shall issue Ration Cards to move employees at Jammu on the opening of the Offices. The employees who desire to move without families may retain the Ration Cards at Srinagar for the Winter Season.
Special Move T.A shall be paid at the uniform rate of Rs. 10,000/-per employee. This shall be drawn and disbursed in advance. Special move T.A shall not, however, be payable to such of the employees who do not move within the prescribed Time. Advance pay is also authorized in terms of Rule 14.26 of the J&K Financial code (vol-1) in favour of such of the Non-Gazetted moving employees who may apply for the same which shall be recoverable in installments as per rules.
The Salary for the month of October, 2015 in respect of all the employees working in moving offices shall be drawn on 26th of October, 2015.
No leave shall be admissible in combination/continuation of move days except in very exceptional circumstances. The concerned Administrative Secretaries shall sanction leave whatever due to the employees on very exceptional circumstances. It has been also ordered that all the Administrative Departments shall detach the staff if any, attached by them from subordinate offices of Kashmir division. The office timing on the reopening of the offices at Jammu shall be 9.30 am to 5 pm in respect of Civil Secretariat and heads of department located within the Civil Secretariat premises and 10 am to 4 pm in respect of all moving Departments located outside the Civil Secretariat and observing six days a week.
