Defunct PSC Why 99 KAS candidates held hostage?

This refers to the article titled ‘New recruitment policy for whose benefit?’ published in newspapers on 28th of June written by Mr. KB Jandial. The former PSC member Mr. KB Jandial blamed the erstwhile NC-Congress Government for not filling up the vacancies of PSC Members for 4 years that presently contributed to the defunct plight of PSC. In the said article, Mr. Jandial raised an important question: could there be an Ordinance for 2013 batch? The ordinance could bypass the Chairman’s mandatory signature and do the trick for the hanging candidates. The Governor Mr. NN Vohra has again returned the PSC file regarding the nominations of PSC Chairman and Members to the Government. As per the news reports, the Governor is apparently once again not satisfied with it. Once again our hopes have been tormented as we were expecting that this time the PSC would be reconstituted without any further delay. Presently, the PSC continues to be defunct. Precisely, the situation of PSC is: back to square one!



The GAD referred 99 KAS posts to JKPSC on May-23, 2013 to be filled up through CCE (Combined Competitive Exam)-2013 and the said posts were advertized on 5-June 2013 by PSC. Whereas the Objective Prelims Exam was conducted on Sep-29 2013, the Subjective Main Exam was conducted from March-1 2014 to April-3 2014 both at Jammu and Srinagar in which 341 candidates were declared to have qualified for the interview. Following interview, we the unfortunate 99 candidates were selected in order of the aggregate merit in written as well as interview and the select list was issued on August 1, 2014. After that as per rules we were directed to report to the respective Medical Boards for conduct of medical examination. Whereas GMC Jammu furnished the medical report in time to PSC, the GMC Srinagar failed to send the report in time due to the devastating September floods. As the waters receded and situation normalized in Valley, GMC Srinagar sent the medical report of Valley based candidates to PSC, but by that time PSC Chairman had retired.



We the future “administrators”
We wanted better job prospects, had an ambition to serve our State and Civil Services seemed to be an ideal platform to do so. We burnt our mid night oil, worked day in and day out to crack the prestigious and coveted Civil Services Exams. Our hard work materialized as we passed the exams with flying colors. Unfortunately our unlimited joy of cracking the exam turned out to be short lived as we later learnt that our file needed the prior approval of the PSC Chairman before being sent to the GAD (General Administration Department) for our further postings. We waited for the Chairman to join the office: days turned into weeks and weeks turned into months. Quite shockingly we have been sitting idle for the last 11 Months for no fault of ours. We along with our beleaguered parents have been running from pillar to post, from Raj Bhavan, Civil Secretariat to our Elected Representatives. They unanimously give only one assurance: PSC will be constituted “shortly”……About 11 months have passed and there seems to be no light at the end of the dark tunnel. We have been caught between the devil and the deep sea. We the future ‘bureaucrats’ are even ashamed of protesting on streets. We can only pen down our grievances.


Plight of other candidates
Pertinently, KAS-2013 candidates are not the only sufferers as there are candidates from other departments also with the same problem. For example, my file for the post of VAS (Veterinary Assistant Surgeon) too is pending in PSC office for the last about 10 months for want of Chairman’s signature and there are other candidates belonging to various departments too. Moreover, the thousands of fresh KAS aspirants are also eagerly waiting for the PSC to be reconstituted. In fact, the fresh KAS aspirants have been waiting for about a year for the exam to be conducted by the PSC. Notably, KAS exam is quite time consuming as it takes about a year for the candidates from filling up forms to the final selection. The fresh KAS aspirants are at the moment feeling hopeless, dejected and frustrated. Their parents are equally concerned about their future.
Pass an Ordinance.



It appears that the PSC can’t be made functional in the near future. It may take few more months for the Chairman to join the office. Will the selected candidates sit idle till then? That will be sheer injustice with us and that will defeat the very purpose of “Public Service” Commission. Rules are made for the convenience of the public, not to put spokes in their wheels. Why should the future of 99-KAS candidates and others be held hostage to the Chairman’s approval? Why should we be disallowed our rightful due for just a signature. Why can’t the Government pass an ordinance in this respect to clear the pendency and empower the PSC Secretary to do the needful? Under the prevailing exceptional circumstances, Government should treat us as a special case.
