Question Hour in Assembly- Govt contemplates phasing out old plantation
with high density varieties: Veeri

Jammu, March 29 (Scoop News)-Minister for Horticulture, Abdul Rehman Veeri informed the House that effective measures will be taken to promote high density plantations and phasing out old plantations which have completed their economic life. He said re-plantations will be done with new apple varieties on suitable rootstocks by introducing improved apple varieties that are regular and prolific bearers, resistant to biotic and abiotic stresses and also useful for processing purposes.
Replying to a question by Abdul Rehim Rather in LA here today, the Minister said department contemplates developing infrastructure and facilities for multiplication of certified virus free tested plant material of apple rootstocks and scion cultivars for use in future orchard establishment besides identification of fruit trees of outstanding merits in existing apple plantation for their use as mother trees.
The Minister said that the department is imparting training to orchardists in Canopy Management and Pruning in apple orchards though field functionaries. He said awareness camps are also organized to educate the apple growers regarding various operations to be conducted in apple orchards including disease pest management.
The Minister said that for keeping check on the availability of quality pesticide in the market, the Horticulture Development Officers (HDOs) have been delegated with the powers of Insecticide Inspectors at Zonal level besides the subject matter specialists of the department are also designated Insecticide Inspectors at district level adding that intervention will help out in monitoring quality pesticide available in the market. He said moreover, government is considering bringing a stringent law to check sale of spurious pesticides and strict action against the dealers found involved in such practices.
Veeri said that Law Enforcement Wing of the department has been activated to keep a constant and strict vigil over the supply and sale of pesticides in the State. He said samples are taken from the manufacturing units as well as from the distributors, wholesalers and retailers by the Enforcement Agency and analyzed in the Quality Control Labs (Pesticide Testing Laboratory) of the State and the referral labs. The defaulters / violators of the Act found indulging in supply of Sub standard / duplicate / fake pesticides, fungicides, insecticides in the state are booked under relevant section of Insecticides Act. He said appropriate penalties are imposed by the Court in such cases.

Govt formulating vision document for dev of Tourism: Lone
Minister for Agriculture, Ghulam Nabi Lone informed the House that government is in process of preparing a Vision Document after making a comprehensive assessment of all potential areas for development of tourism in the State.
Replying to a question by Ranbir Singh Pathania in LA here today, the Minister said the Vision Document would contain details of potential un-tapped areas of the State including areas of Ramnagar constituency.
The Minister said that department has created tourist facilities at some of the pilgrim spots through Directorate of Tourism Jammu, Surinsar-Mansar and Patnitop Development Authority in the area. He said village Pingla Mata Udhampur has been sanctioned as tourist village at a cost of Rs. 50 lakh in the year 2012-13 besides development of Dalsar Lake has also been undertaken at a cost of Rs. 3 crore during 2012-13.
He said under State Plan at a cost of Rs. 2.25 crore, infrastructure development of Khoon temple Udhampur, landscaping around Dalsar Lake besides facilities around Chuntra Mata have also been undertaken. He said several works have been carried out through Surinsar-Mansar and Patnitop Development Authorities in the area.
Lone said Thalora-Manwal and Battal villages have already been included in the jurisdiction of Surinsar-Mansar Development Authority; however, village Sehhal does not fall under the jurisdiction of Surinsar-Mansar Authority adding that Garh Shrma Banj also does not fall under the jurisdiction of Patnitop Development Authority and at present there is no proposal for its development.
Legislators, G. M. Saroori, Yawar Dilawar Mir and Sheikh Ishfaq Jabar raised the supplementaries to the main question and demanded development of potential tourist spots in their areas.




K-oil quota enhancement taken up with Centre: Zulfkar
No Shortage of ration in Chenab Valley

Minister for CA&PD, Zulfkar informed the House that no date has been fixed for issuance of Ration Cards to the left out families of 2011 Census adding that same would be considered only after adoption of census figure of 2011 and subsequent release of additional food grains accordingly by the Centre.
Replying to a question by Vikar Rasool in LA here today, the Minister said the reasons for delay in sanctioning the ration quota to the left out families as per census 2011 including Banihal constituency is that the quota of ration is being allocated to the State as per the projected population of the year 2000 and not on the basis of 2011-census.
The Minister informed that Oil Companies viz IOCL, HPCL and BPCL have identified locations for opening of new LPG out lets in the State as per their own norms under RGGLVY. He said 36 outlets have been established adding that CA&PD Department has very limited role in the identification of sites for opening new LPG outlets.
The Minister said enhancement of quota of K.oil has been taken up with Centre from time to time adding that as and when same is enhanced by the Centre only then it can be considered for enhancement by the State government.
The Minister said to ensure regular, adequate and timely supply of ration to the TPDS families in the State, the allocation of the food grains are being made in advance, release orders are being procured from FCI and lifting in advance is being ensured by or before the end of previous month of allocation to ensure distribution of food grains from 1st day of the allocation month to the rationees. He said similarly, the allotment of K.oil quota is allotted to both the Directors mostly by 1st or 2nd working day of every month and thereafter the Directors of CA&PD Kashmir and Jammu allocate the quota to the districts immediately to ensure that the quota is fully lifted and distributed among the rationees well in time. He said adequate supply of LPG is being made by Oil companies / Gas agencies in all the districts and it is being monitored jointly by the CA&PD department and oil companies.
The Minister further informed that there is no shortage/scarcity of ration in Chenab valley including Banihal constituency. He said full scale of 35 kg per family per month is being maintained under BPL and AAY categories in the area. He, however, said that meagre short fall of food grains under KPL category is experienced which is supplemented by additional/adhoc allocations in the area of Chenab valley.
The said Minister during current financial year from April 2014 to March 2015 against the monthly requirement of 65426.87 quintals of food grains, 62429 quintals of food grains has been allocated to Chenab valley including Banihal Constituency. He said besides 3702.83 quintals of rice on monthly basis has also been released to Chenab Valley during current financial year upto March 2015 out of the additional adhoc allocation received from the Centre.
Legislators, Mir Zahoor Ahmed, Mubarak Gul, Usman Abdul Majid, Daleep Singh and Raja Manzoor raised supplementaries to the main question.




Const work of PHC LG Pora taken up under DP: Lal Singh
Minister for Health and Medical Education, Ch. Lal Singh informed the House that the construction on Primary Health Centre LG Pora (Wanpoh) is under execution at a cost of Rs. 2.26 crore since 2008-09 under District Sector. He said Rs 1.36 lakh have been released for the project during current fiscal under district plan.
Replying to a question by Abdul Majid Bhat in LA here today, the Minister said that the pace of work on the said hospital building is slow because of meagre allocation of funds under DP, for which, the allocation is finalized by the District Development Board (DDB), Anantnag.
The Minister said since the MLA concerned is a Member of the DDB, may also recommend for enhancement of the budget for early completion of PHE, L G Pora. He said during recent floods, the Panchayat Ghar, housing the PHC has been damaged and the PHC is now housed in a rented building.
Rs. 2.54 Cr expended on Shiva-Zaingair WSS: Majid
Minister of State for PHE, Irrigation and Flood Control, Abdul Majid in reply to a question by Hajji Abdul Rashid today in LA informed that construction work of Shiva-Zaingair WSS was taken up at an estimated cost of Rs.3.47 crore, against which Rs. 2.54 crore have been expended on the project upto last financial year.
The Minister said Rs. 35 lakh is being expended on the project during current financial year. He said 1.80 lakh gallons capacity reservoir proposed in the DPR has been completed including its allied items. He said 75% work of 0.70 MGD capacity rapid sand water treatment plant comprising Pre-settling Tank, Calorofloculator, filter house has been completed.
