Revenue admn to be made more accountable, effective: Javed Mustafa

Jammu, March 29 (Scoop News)-Minister for Revenue, Javed Mustafa Mir in the Legislative Assembly on Sunday said that “Revenue Department has taken several initiatives to revitalize the department besides improving public delivery system and making administration more accountable and effective across the State”,
The Minister was speaking while replying to Demands for Grants of Revenue Department in the House, here today.
He said the National Land Records Modernization Programme (NLRMP), launched in the State, would ensure better land record management, minimize land/property dispute and enhance land record maintenance system. He said the system will cover computerization of mutations, digitalization of maps and integrated textual spatial data besides updating of all survey and settlement records.
Javed Mustafa said that in view of its importance, the department has decided to outsource the computerization of NLRMP, adding that a society called J&K Land Records Modernization/Management Agency (JaKLaRMA) has been formed to implement Programme in the state. He said, in first phase, Jammu and Srinagar districts are being taken-up and 10 more districts viz Poonch, Rajouri, Ramban, Udhampur, Doda, Baramulla, Anantanng, Bandipora, Leh and Kargil would be taken up in the second phase. He said several decisions have been taken to streamline and re-organizing Settlement Organization for expeditious completion of the settlement operation.
Revenue Minister said that a system is in place to implement Public Service Guarantee Act (PSGA), adding that setting up of grievance cells at administrative levels is an exercise aimed to further improve this system across the state. He said the officers manning Grievance Cells have been asked to receive and address public grievances in the stipulated time. He said the department is working out modalities to bring the litigation cases within the purview of the PSG Act in view of large number of land dispute cases lying in various Revenue Courts unattended.
Sending a strong message to the field functionaries of the department from the House, the Minister said that no corrupt element would be tolerated in the administration. He also sought support from the public representatives in forward the initiatives taken for improving the system. He said that every effort would be made to streamline the functioning of the department and field functionaries of the department, especially Patwaries, working outside their cadre and district, have been ordered to report back in their respective districts in order to ensure that rural and remote areas are not neglected due to non availability of field staff, the Minister asserted.
The Minister said the instructions have been issued to field functionaries of the department to file annual property returns on time, while all Deputy Commissioners have been asked to upload the same on the official website to ensure transparency in the system.
Referring to capacity building of revenue field staff, the Minister said that refresher training courses at regular intervals would be arranged for field functionaries of the department to improve their skills for effective public deliverance. He said the department is also contemplating to expose non Urdu recruits to the language for proper understanding of the records written in the said idiom.
Regarding implementation of Roshni Act, the Minister said the process has been stopped in view of some petitions filed in the Court of Law. He assured the House that the matter would be vigorously pursued to get the petitions vacated.
“A committee has been set up to look into the issues of Numberdars and Chowkidars and it will submit the report within three months”, the Minister added.
Earlier, the Minister moved a Demand for Grants of a sum of Rs. 94272.04 lakh to defray the charges which will come in the course of payment during the year ending March 31, 2016 for the department under his charge.
As many as 18 Members took part in the discussion on demand of grants including, G. M. Saroori, Jeevan Lal, Ali Mohammad Sagar, Mohammad Khalil Band, Er. Abdul Rashid, Neelam Langeh, Usman Abdul Majid, Abdul Majid Bhat, Mir Zahoor, Javed Rana, Daleep Singh Parihar, Bashir Ahmed Dar, Ravinder Raina, Javed Hassan Beig, Sheikh Ishfaq Jabar, Rajiv Sharma, Kamal Verma and Asgar Ali Karbalai.
Later, the members, who moved the Cut Motions on the Grants, withdrew after the satisfactory reply from the Minister.
The House passed the Grants by a voice vote.
