Let both Houses of J&K Legislature adjourn sine die
rather than letting these to serve as platforms for airing anti national

The pandemonium, ruckus and bedlam witnessed in the State Assembly and even in the legislative Council, daily ever since commencement of their sessions, on 28th February, mostly over the issue of hanging of parliament attack convict Afzal Guru and the demand for bringing his body to Srinagar for his burial, reached a new crescendo on Wednesday, March 19 with virtual physical fight witnessed between the pro secessionist independent MLA Engineer Rashid and some MLAs from Jammu based parties. Later it gained a new low with the speaker, Mubark Gul suspending the BJP MLA and state party President Jugal Kishore Sharma from the House for the remaining period of the Assembly session. This the speaker did on the motion of the chief minister Omar Abdullah and some other NC MLAs as a sequel to a verbal duel between the Social Welfare Minister Madam Sikna Ittoo and Jugal Kishore Sharma. This has prompted the BJP to announce boycott of the assembly session, till the suspension of their member is revoked. The NPP members and the Independent member from Bishnah Ashwani Sharma too had walked out of the House to show solidarity with the suspended BJP MLA. What step these 4 Jammu MLAs take for future is to be seen?. Similarly the role of 7 expelled BJP MLAs will be under scanner by the people at large in Jammu. Whether they create a situation by boycotting the assembly session as a mark of protest against the ruling party throttling the voice of pro India opposition and the ruling National Conference giving free hand to the pro secessionist and anti India MLA , to turn the assembly into a platform for his anti India and ani Indian security forces barbs.

With the pro separatists and Kashmir centric main opposition party, the PDP already boycotting the rest of assembly session, over rejection of their demand for the House to adopt a resolution for handing over of the body of Afzal Guru to his family, for burial in Kashmir. The PDP has also announced yesterday to boycott the legislative Council session for the rest of the period as a protest against a senior NC leader and MLA Mustafa Kamal casting some aspersions on their party and its supreme leader Mufti Mohammad Sayeed. If Jammu based parties now boycott the Houses as a protest against letting the legislature to be converted into a platform for airing anti national sentiments, it will carry a healthy message among the nationalists in Jammu as well as in the country and turn the session as a lame duck. This will also put the NC coalition partner, the Congress into piquant situation, since the party has its main support base in Jammu region and has its constituency in all over India, where the people at large are feeling uneasy over anti India utterances being made in the J&K legislature, unabated.
As far, the suspension of Jugal Kishore Sharma on allegation of his undignified behavior against a female member of the House, and cabinet minister Sakina Ittoo, I have thoroughly read the reporting of the event in a dozen newspapers, both publish from Jammu and those called national newspapers. The reporting of the happening that led to the speaker suspending Jugal Kishore from the House for the rest of the session, in none of these newspapers in any way suggests that the member had behaved in an undignified manner towards a female minister in the House. All these newspapers have reported of a verbal duel between the minister and the suspended member. On the other hand, the pictures carried some of the newspapers show Jugal Kishore being physically roughed up by some NC ministers and MLAs.



The chief minister Omar Abdullah, who is reported to have entered the House after the verbal duel between the female minister and BJP MLA, has condemned the behavior of the MLA for behaving with a women minister in a manner which is undignified and unbecoming of a member. “The incident drowns our head with shame. This deserved to be condemned in strongest words” Omar Abdullah remarked. Sakina Ittoo later remarked “He (BJP MLA) try to use muscle power in the House and entered the well and thumped the tables. His act was condemnable”. She has also asked the leader of the opposition Sushma Swaraj, to tender an apology for the misbehavior, of the BJP state President in the House and demanded that the party take action against him. The NC Jammu state President Davinder Rana says “we condemn the unbecoming behavior of the state BJP chief. We seek an unconditional apology from the BJP high command”.



The mute question is as to whose behavior in the House is undignified and unbecoming of a member of the House?. Jugal Kishore Sharma on his part said that “I have done nothing which tantamount to misbehavior with the woman minister. It is well planned conspiracy of the coalition to suppress the voice of the opposition”. If Jugal Kishore or for that matter any member really behaves in the House showing disrespect to a women member, it definitely deserves condemnation. But in this case, as per the reporting in the newspapers, as I have mentioned above, there is no suggestion of the member concerned having behaved in a manner which tantamount to disrespect to a woman member. On the contrary, as a reported in most of the newspapers, it was Madam Sakina Ittoo (for whom I have great regard and respect as a woman and more so far being the daughter of late Wali Mohammad Itto, with whom I had quite friendly relations, and on whose assassination by a terrorist, outside Jamia Mashid Tallab Khatikan Jammu, I was one of the first to have reached the spot, the same being near by my residence) who created a cause for the verbal duel by castigating the BJP MLA for entering the well of the House and thumping the table, which though unbecoming of a member, has become a routine practice in the parliament as well as state legislatures.


Further, what is more undignified and unbecoming for a state legislature, which drives its existence to the constitution of the country, to let the constitution to be violated and insulted, by frequently raising? Over J&K being a part of the country and letting secessionist views to be propagated in the Houses.
